Position Summary:
As Manager of Operations, oversee day-to-day operation of TCAT transit service under general supervision of the General Manager. Responsible to provide leadership, support and guidance for all direct reports to include: Transit Service Supervisors, Dispatchers and Bus Operators and Passenger Amenities Supervisor. Responsibilities include training and skill development, coaching for improvement, foster teamwork, scheduling and monitoring of work performance, coordinating activities, maintaining standards, resolving employee problems and taking appropriate corrective action when necessary. Assures TCAT is in compliance with NYS DOT/DMV and federal rules and regulations.
Work is performed under very general direction with considerable leeway allowed for the exercise of independent judgment in planning, organizing and directing transit service services. Supervision is exercised over the work of the Passenger Amenities Supervisor.
Essential Functions:
90% Oversees quality of service and regulation compliance
- Handles and coordinates TCAT customer complaints (emails, letters, and phone calls).
- Follows up on passenger complaints relating to operational concerns, passenger relations or safety issues.
- Receives delegates or investigates, resolves and documents the complaint.
- Works with the Safety, Security and Training Manager to develop retraining for a bus operator with where deficiencies warrant additional instruction.
- Develops plans for detours and routing adjustments and implements plans with the Operational team and works closely with the service development department.
- Conducts the bargaining units bid process including run assignment and vacation bidding.
- Works with the Safety, Security and Training Manager to develop safety and training programs pertaining to routes and schedules.
- Knows TCAT Policies and Procedures, System Safety Plan, Drug and Alcohol testing policies and State DOT/DMV regulations, Federal regulations.
- Assists and provides guidance to the Transit Service Supervisors with on-street or other job related problems that the bus operators encounter.
- Keeps the Transit Service Supervisors and Dispatchers advised on work related problems with vehicles, routes or personnel including verbal and or written reports.
- Maintains consistent and effective supervisor/employee working relationships as well as liaison relationship with other TCAT management and personnel.
- Oversees Passenger Amenities Program and supervises Passenger Amenities Supervisor.
- Oversees and evaluates all operational personnel within the operations and amenities departments while on dutyand adheres to TCAT policies and procedures and Collective Bargaining Agreement for unionized employees for performance management with consistency and fairness.
- Coordinates and directs the work flow in the Operations Department ensuring proper level of staffing is maintained through managing schedules for vacation and benefit time off.
- Completes payroll requirements by reviewing, validating and approving timesheets on a bi-weekly basis and approving time off requests as can be accommodated based on operational needs.
- Supports the General Manager in the analysis of service delivery issues and in the preparation of documents and reports needed for Transit Service Committee and other committee meetings.
- Review capabilities and capacity of various technologies in use to support transit operations and work with information technology in the development of specifications to upgrade and/or acquire new hardware or software related to transit operations.
- Plans, organizes, supervises, prioritizes, monitors and evaluates the work of subordinate personnel within the operations department and amenities department.
- Participates in special services and events such as Cornell Commencement and Alumni weekend, Fireworks, Ithaca Festival.
- Handles grievances and works with UAW representatives to resolve issues.
- Participates with Cornell University, Ithaca College, and Department of Emergency Response, Local Police and Sheriffs Department and other outside agencies to coordinate transit services during inclement weather events.
- Participates with the Tompkins County and City of Ithaca Emergency Management System.
- Responds to accidents and emergencies as needed.
Other Duties:
10% Other duties as assigned which include but are not limited to:
- Participates in administrative staff meetings and attends committee meetings, such as Transit Service Committee, Labor Management and Open Work board Committees.
- Knows and performs all duties within the essential functions and as directed by TCAT management, policies, procedures and contractual agreements
- Provides back-up for Transit Service Supervisors as needed.
- Performs DBE responsibilities for TCAT.
- Performs other related tasks as may be assigned.
Supervises:
Directly supervises the operations and amenity staff including:
- 3 Transit Service Supervisors
- 3 full-time Dispatchers
- 1 Passenger Amenities Supervisor
Oversees the supervision of all full-time and part time Bus Operators
Qualifications
Qualifications:
- Must possess Associates degree or formal training of two years beyond high school.
- Must possess valid CDL, Class B driver's license or obtain one within six months of hire.
- Must possess NYS 19A examiner's certification or obtain one within six months of hire.
- Knowledge of transit related laws, traffic laws, ordinances, and regulations applicable to the organizations revenue and non-revenue vehicles.
- Must meet and maintain insurability standards as defined by TCATs insurance carrier.
- Five or more years of supervisory experience required preferably with bargaining unit employe
- Two - three years experience in a transit environment preferred.
- Ability to work and promote a teamwork environment while providing leadership, guidance, and technical support to others.
- Ability to arrange, to assign and to supervise the work schedules of staff and operators.
- Excellent communication skills both oral and written with the ability to communicate at all levels of staff, stakeholders and the general public.
- Ability to work with and deal with the general public, managers, staff and Union.
- Ability to respond to emergency situations such as incidents or accidents involving injures.
- Knowledge of technology applications to support service delivery and operations. Good working knowledge of personal computers, and Microsoft Office software with the ability to learn and master planning software.
- Ability to analyze problems, identify alternatives and make recommendations in order to implement procedures and policies.
- Previous customer service experience.
