    PRIMARY PURPOSE:

     

    A Special Education DIrector  will maintain the district's special education programs and services; develop related goals, objectives, and recommendation of policies; plan, implement, and collaborate with staff on program and services evaluations; act as a liaison with other district staff; serve as a resource of information regarding special education programs and services; and ensure that procedures are appropriate in relation to policies required by state and federal regulatory requirements. Significant devotion of time is required for analyzing data, planning activities, monitoring programs/services, responding to others and consulting with program personnel. The Special Education Director supervises, closely monitors, and evaluates the work of a group of special education specialists assigned to him/her by the Senior Director for Special Services. Additionally, the Special Education Director supervises, closely monitors, and evaluates the work of other department staff members assigned to him/her by the Senior Director for Special Services. Positions may include, but are not limited to the following: teachers of the visually impaired, diagnosticians, ARD facilitators, speech language pathologists, speech language pathologist assistants, licensed specialists in school psychology, physical therapists, physical therapist assistants, occupational therapists, occupational therapist assistants, adaptive physical teachers, special education instructional aides, and special education counselors. The Special Education Director  supports the special education coordinator and Senior Director Special Services with monitoring the goals and outcomes related to Comprehensive Coordinated Early Intervention Services (CCEIS), Results Driven Accountability (RDA), and other monitoring activities at the department, district, state, and federal level.  The Special Education Director shall support the special programs coordinator with coordination and the administration of the dyslexia program and the Section 504 program at the district level, including coordination of teacher support and staff development.

     

    REQUIRED QUALIFICATIONS:

    Education/Certification:

    • Master’s Degree required 
    • Special education certification required
    • Principal Certification Required 
    • T-TESS Certification preferred 

    Required Experience:

    • Minimum of five years of experience as a certified special education teacher 
    • Minimum of ten years  experience in a role related to serving and supporting students receiving special education services in a school district (i.e., special education teacher, diagnostician, ARD facilitator, specialist, coordinator, supervisor, etc.) 
    • Minimum of five years of experience supervising and appraising a staff of ten or more people

    Special Knowledge/Skills:

    • Knowledge of special education and related services within the school district

    • Knowledge of Chapter 37 of the Texas Education Code 

    • Knowledge of the Student Attendance and Accounting Handbook (SAAH) 

    • Knowledge of Admission, Review, and Dismissal (ARD) Committee process and Individual Education Plan/Program (IEP) development

    • Skill in presenting oral and written information in a comprehensive and organized manner to diverse audiences

    • Ability to prioritize tasks and coordinate multiple projects to meet specific deadlines

    • Ability to maintain confidentiality of privileged and sensitive information

    • Ability to communicate effectively with tact and diplomacy and provide a high level of customer service to administrators, District officials, parents, coworkers, and vendors.

    • Knowledge of Results Driven Accountability 

    • Knowledge of the MTSS or willingness to learn

    • Extensive knowledge of Procedural Safeguards for students who receive special education services 

    • Knowledge of the ARD and IEP development process
    • Knowledge of procedures regarding restraint and seclusion.
    • Knowledge of special education rules and regulations
    • Knowledge of Section 504 rules and regulations or a willingness to learn
    • Familiarity with the dyslexia rules and regulations and how they impact accountability systems such as PEIMS, RDA, and Dyslexia Monitoring or a willingness to learn

     

    Major Responsibilities and Duties:

     

    • Supervise, train, and oversee the work a group of special education specialists and other staff members in the department as determined by the Senior Director for Special Services
    • Provide in-service training for campus and district staff
    • Assist in the development of IEPs
    • Assist the senior director for special services with special projects 
    • Support summer special education services and extended school year services 
    • Assist the Senior Director for Special Services with budget development 
    • Assist the Senior Director for Special Services with overall program improvement and allocation of resources 
    • Assist the special education coordinator with monitoring the SHARS and MAC programs 
    • Serve as the primary contact the principals who need technical assistance above and beyond what is offered by the special education specialists 
    • Serve as the “feeder pattern lead” for the Multi-Tiered Systems of Support Problem-Solving Team
    • Assist the Senior Director for Special Services with developing corrective action plans in response to areas of non-compliance
    • Assist the Senior Director for Special Services with oversight of the department’s program standards and operating procedures
    • Assist special education coordinator with monitoring programming for students who are identified as homeless, foster care, military connected, and/or migrant for the purpose improving the district’s performance on RDA
    • Assist the special education specialists and the members of the department leadership team with monitoring and tracking the data associated with the areas they support for the purpose of improving the district’s performance on RDA and other metrics identified by the Senior Director for Special Services and district leadership.
    • Coach principals and other district staff on data analysis and areas for program improvement
    • Serve as a resource to and collaborate with staff members within the Office Curriculum and Instruction for the purpose of improving outcomes students served in the Department of Special Services
    • Monitor and respond to staffing needs of schools in the director’s assigned feeder pattern
    • Assist the Senior Director for Special Services with legal issues associated with the department
