Job Summary

The Deputy Director of Investigations manages a team of Ethics and Compliance Professionals, provides policy and staffing recommendations to the Title IX/EEO Officer, and acts as the Title IX/EEO Designee and supports the Title IX/EEO Officer in providing oversight and compliance of harassment, discrimination, sexual harassment, sexual violence, and retaliation as defined by University and federal policies and regulations including Title VII and Title IX for UCSF. The incumbent serves as a subject-matter expert on all related laws and regulations, as well as institutional policies and procedures and leads activities related to audit, evaluation, correction, monitoring, review, and investigation to ensure consistent and quality institutional prevention and response to reports and issues. The incumbent advises the Title IX/EEO Officer or on campus issues, training, and compliance. The incumbent oversees all formal investigations ensuring investigations adhere to University, federal, and state policy and regulations, and are completed within their designated timeframes. The incumbent performs investigations as necessary to meet institutional demands. The incumbent also oversees investigations assigned to external investigators to assure adherence to UC polices and procedural guideline.

The incumbent also conducts extensive research on state and federal laws regarding discrimination and equal opportunity laws and regulations and develops and implements training programs and workshops designed to educate the University community about sexual violence, discrimination and harassment prevention and response.

The incumbent represents OPHD in various university internal, external, and systemwide meetings as a subject matter expert. Responsible for the resolution of all formal complaints of harassment, discrimination, sexual harassment, sexual violence, and retaliation. Serves as the primary point of contact for all relevant internal parties at UCSF and/or external representatives, ensuring professional and timely communications. Acts as a resource and provides advice and assistance on highly sensitive or difficult harassment, discrimination, sexual harassment, sexual violence, and retaliation related matters as well as complex matters of law and policy. Consults with Campus Human Resources, Risk Management, Office of Legal Affairs, Academic Units, Academic Affairs, UC San Francisco Police Department, and other UC administrators and departments as appropriate, in resolution of harassment, discrimination, sexual harassment, sexual violence, and retaliation complaints. Provides expert-level knowledge in a compliance specialty program or multiple programs. Ensures the location has comprehensive procedures for investigations and coordinated responses with other compliance programs as necessary. Works on most complex issues with limited or no precedent, where analysis of situations or data requires an in-depth evaluation of variable factors.

OPHD is a significant campus compliance unit housed within the Office of Diversity and Outreach (ODO). OPHD is responsible for overseeing the campus efforts to meet its requirements around Title VI, VII, Title IX and ADA compliance and has exclusive jurisdiction over the University's policies prohibiting discrimination against or harassment of any person on the basis of their membership in a protected category, including sexual violence and sexual harassment. OPHD is responsive to federal and state agencies including the Office of Civil Rights, the Office of Federal Contract Compliance (OFCCP) as well as requests and audits from the UC Office of the President (UCOP). The OPHD is also responsible for assuring OFCCP compliance and the completion of the annual Affirmative Action report.

Required Qualifications

• Bachelor's degree in related area and / or equivalent experience / training.
• Minimum of six years of related experience.
• Minimum of five years of management and supervisory experience.
• Expert knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports; and demonstrated knowledge managing professionals who conduct investigations.
• Expert knowledge of the complexities of sexual harassment, including sexual violence, in the post-secondary setting.
• Extensive experience investigating discrimination, sexual harassment, or other equivalently sensitive allegations in a trauma-informed and confidential manner. Ability to supervise and mentor professional staff who investigate sexual harassment and sexual violence.
• Ability to supervise support and professional analysis functions for compliance and ethics programs.
• Computer competency in basic Microsoft software programs (Outlook, Word, Excel, etc.) and ability to learn and work proficiently within UC and UCSF-specific case management and document management applications.
• Advanced written and oral communication skills.
• Experience conducting investigations in the public sector, higher education, and or healthcare settings.
• Comprehensive project management skills, including supervising the work of others, adhering to timelines, and achieving identified milestones.
• Expert knowledge of federal and state laws and regulations, case law, university policies and guidance related to harassment, discrimination, sexual harassment, and sexual violence in the educational, employment, and patient care setting.
• Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally humble manner.
• Demonstrated understanding of the relevance of trauma in the context of sexual violence and other forms of discrimination (for example, the neurobiology of trauma and trauma-informed investigation techniques).
• Strong interpersonal skills, including abilities to communicate clearly, navigate difficult conversations and interactions, connect with a wide variety of audiences, and gain the trust of others in sensitive situations.
• Expert knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.
• Comprehensive project management skills.
• Ability to work independently and within a team environment.
• Ability to demonstrate professional judgment in the supervision of projects and staff.
