This role encompasses program administration, reimbursement structure management, support services, monitoring and reporting, establishment of communication channels, financial management, and determining and communicating eligibility for participation. Key Responsibilities:Program Administration:Oversee the day-to-day operations of Sponsored Work/Life UBA programs, ensuring efficient and effective delivery of services.Develop and implement program policies, procedures, and guidelines in accordance with federal regulations and organizational standards.Coordinate with cross-functional teams to streamline processes and enhance program effectiveness. Reimbursement Structure Management:Manage the reimbursement structure of UBA programs, including subsidy allocation and distribution.Analyze subsidy utilization trends and make recommendations for optimizing subsidy allocation.Ensure accuracy and timeliness in subsidy payments to providers and participants. Support Services:Provide guidance and support to program participants, sponsors, and providers on program eligibility, application procedures, and policy inquiries.Address participant and provider concerns or issues in a timely and effective manner, fostering positive relationships. Monitoring and Reporting:Develop monitoring mechanisms to track program performance, compliance, and outcomes.Generate regular reports on key program metrics, including subsidy utilization, participant demographics, and provider engagement.Use data-driven insights to identify areas for improvement and inform strategic decision-making. Communication Channels Establishment:Establish effective communication channels to disseminate program information, updates, and announcements to stakeholders.Facilitate communication between internal teams, external partners, and program participants to ensure transparency and clarity. Financial Management:Manage the financial aspects of UBA programs, including budgeting, forecasting, and expenditure tracking.Work closely with finance and accounting teams to ensure compliance with budgetary constraints and financial regulations. Determine and Communicate Eligibility for Participation:Based on information provided by employees on the Work/Life Benefits application, determine the eligibility of potential childcare subsidy recipients as outlined in Annual Program Bulletin 18-403 or equivalent program guidelines.Ensure timely issuance of eligibility determinations and communicate outcomes to employees clearly and transparently.Collaborate with relevant stakeholders to address eligibility-related inquiries and provide guidance on eligibility criteria and application procedures. Design and Issue Certification Forms:Team ProSidian will take charge of designing and distributing certification (invoice) forms for childcare providers and employees. These forms will facilitate the submission process for payment of tuition assistance.Ensure that certification forms are accurately structured to capture necessary details for subsidy payments.Maintain a streamlined process for the issuance of certification forms, ensuring prompt delivery to both childcare providers and employees.Collaborate with relevant stakeholders to incorporate any required updates or modifications to the certification forms to meet evolving program needs and regulatory requirements.Monitor the submission and processing of certification forms to ensure timely and accurate payments to childcare providers. Assist Employees and Providers with Completing Participant Applications:Provide guidance and support to employees and childcare providers throughout the application process for the Management and Operations Of Employer Sponsored Work/Life Universal Benefits Account (UBA) Programs.Ensure completeness and accuracy of Work/Life Universal Benefit applications by reviewing required documentation, including the Office of Personnel Management (OPM) 1644 form.Assist childcare providers in completing Section IV of the OPM 1644 form for electronic funds transfer requests, ensuring smooth processing of subsidy payments.Address any inquiries or concerns raised by employees or providers regarding the application requirements or process, offering timely assistance and clarification.Collaborate with internal and external stakeholders to streamline the application process and improve accessibility for participants and providers. Headquarters Operations Support:Conduct policy research and analysis to inform program development and implementation, ensuring alignment with federal regulations and industry best practices.Support the development and maintenance of program policies, procedures, and guidelines, including drafting and reviewing documentation as needed.Manage social media accounts and opportunities, including Sources Sought/RFI/Pre-Solicitation, Procurement Forecast, and Solicitation responses.Collaborate with internal teams to gather relevant information, develop compelling value
