    Job Summary

    Reporting to the Vice President, Research Administration, the Director of the Office of Sponsored Programs will provide leadership and oversight of all policies and operations within the Office of Sponsored Programs. The Office of Sponsored Programs is the primary grants management office for the NS-EEH system and provides key pre- and post-award functions in the management of the sponsored projects portfolio. The Director will be responsible for developing and implementing strategic and organizational goals, policies and procedures to support the growth and management of an $8M federal funding portfolio. The Director will serve as an Authorized Institutional Official with signing authority for grants, contracts, certifications and other federal-level assurances. The Director will collaborate with other functional units within and outside the Research Institute to optimize research management and reporting for the organization and achieve key strategic goals.

    Essential Job Functions

    Leadership: The Director of the Office of Sponsored Programs unit within the Research Institute provides strategic leadership to achieve the mission and strategic priorities of the unit, as established through key performance metrics and milestones. The Director will also facilitate the training and professional development of their team with a focus on problem-solving and customer service.

    Pre-Award: The Director will provide essential duties related to pre-award administration of proposals, including:

    • Funding opportunity and solicitation interpretation, eligibility and guidance for Principal Investigators and study teams
    • Proposal triage, receipt and tracking
    • Proposal review to confirm compliance with institutional, sponsor and regulatory requirements
    • Subawardee and consultant risk assessment
    • Response to Just-In-Time and other sponsor requests on behalf of the organization
    • Award receipt, negotiation and execution

    Post-Award: The Director will provide essential duties related to the post-award administration of proposals including:

    • Project kick-off meeting with PI and study team to review terms of award, approved budget and other items of note for the project
    • Grant Award creation and monitoring in ERP
    • Progress report review and submission, including administrative and financial components
    • Subaward and amendment issuance and negotiation
    • Subaward recipient monitoring program
    • Month- and Year-end close for research activity accounts
    • Time & Effort reporting
    • Regular PI and study team reporting for project portfolios

    Research Finance: The director will collaborate with Corporate Finance to prepare and submit the indirect cost rate and fringe benefit proposal to the DHHS.

    Collaboration: The Director will regularly collaborate, formally and informally, within and outside of the Research Institute on a regular basis, including:

    • With the units of the Research Institute (Office of Clinical Research, Office of Research Operations, Office of Research Integrity) to align processes, policies and workflows and complete activities that may require input from multiple units.
    • With the organizational research community and Clinical Research Unit leaders to address issues that optimize and facilitate the submission and management of research grants.
    • With organizational partners in Finance, Accounting, Payroll, Human Resources, HIT and Corporate Compliance as needed to address cross-cutting organizational issues that may impact sponsored projects.

    Reporting: The Director will establish regular reports that track the activity of the Office of Sponsored Programs for regular report-outs to leadership that highlight:

    • Funding trends within the organization, units, institutes
    • Operational metrics within the unit
    • Areas of strength and areas for improvement, both internal to the unit as well as organizationally.

    Training and Education: The Director will identify and develop areas of training for CRU- or Department-based research staff as well as central Research Institute staff on subject areas related to the submission and management of sponsored research applications and awards, grant-related processes and compliance.

    Audit and Compliance: The Director will stay up-to-date with federal, state and institutional regulations related to sponsored research and ensure compliance with all relevant policies and guidelines. When appropriate, will collaborate with the Office of Research Integrity, Corporate Compliance or External Entities to complete specific or annual compliance audits.

    Polices & Procedures: The Director will establish policies and procedures that facilitate the activities of the Office of Sponsored Programs and regularly review those policies and procedures to ensure compliance and update as needed.

    Education, Experience & Licensure

    Level of Education Required:

    Master's Degree, JD or Ph.D. in Research Administration, Healthcare Administration, Public Administration, Business Administration, Science, or related field.

    Minimum Length and Nature of Experience Required:

    • At least ten (10) years of managing the full life cycle of sponsored research activities for an academic medical center or health system in a centralized capacity and;
    • At least five (5) years recent leadership and management experience in a hospital, health system, or an academic medical center with experience in the areas of pre- and post-award grants administration, finance and cost accounting.
    • At least five (5) years' experience in the interpretation and application of federal regulations, guidance documents, policies and procedures

    Minimum Length and Nature of Experience Preferred:

    • At least five (5) years' experience managing sponsored research programs in a geographically diverse health system
    • At least five (5) years' experience managing post-award functions of federally- or foundation-funded clinical trials in a hospital or health system setting
    • Experience managing organizational annual UG Single Audit
    • Experience managing indirect cost rate agreement negotiations

    License and/or Certification Required:

    Must obtain Certification in Research Administration credentials within 6-months of hire.

    License and/or Certification Preferred:

    Certification in Research Administration
