Researches grant opportunities and write proposals for funding; coordinates and administers grants and contracts for compliance with state and federal requirements.

Administers complex and multi-year grant programs.
Responsible for managing large grant budgets and ensuring that all transactions and procedures comply with grant requirements.
Researches and identifies grant opportunities that meet the borough needs and are consistent with the borough's mission, goals and strategic plan.
Writes grant proposals; collects and develops supporting data and documentation to enhance the grant process; facilitates the application process as needed.
Advises NSB Departments and Mayor's Office on funding availability and program requirements for funding opportunities.
Researches, acquires and maintains current and historical borough, state and national statistics and resource information to support individual program needs.
Coordinates and administers grant programs with program managers, including policy and program development, funding recommendation, grant application analysis, contract development and monitoring, jurisdictional coordination and providing technical assistance to agencies as needed.
Acts as single point of contact (SPOC) between the North Slope Borough and funding agencies.
Coordinates communications with federal and state agencies.
Monitors fiscal and programmatic compliance of grant or contract language against federal and state regulations.
Performs document analysis to assure budgetary and program compliance with grant agreement.
Implements administrative controls to comply with federal and state audits.
May prepare, review and process contracts, leases and Memorandum of Agreement's (MOA), as well as, other department specific related functions.
Trains and mentors Grant Writer/Administrator I and Project Specialist.
Monitors federal and state legislative trends and issues that affect municipal funding and grant programs.
May be required to travel.
May serve as representatives of the North Slope Borough on local, state or federal workgroups, committees, councils or taskforces.
Coordinates grant close-out process.
Perform other duties as assigned.
Knowledge of borough policies and procedures.
Knowledge of the principles of grant fund record keeping and records management.
Skill in reading, interpreting, understanding and applying grant fund accounting standards and procedures, applicable federal and state rules and regulations and borough policies and procedures.
Associates Degree or equivalent college credits towards a Bachelor's degree OR equivalent combination of college credits and relevant work experience;
Three years work experience using common software applications including Word, Excel & Power point;
Two years grant administration/writing experience and/or contract administration;
Two years work related internet research;
Two years accounting/budget experience;
Two years experience with federal, state and/or municipal laws, regulations and procedures;
One year experience with OMB Circulars, state grant requirements and/or Federal Register;
One year of public speaking experience or training;
Demonstrated writing skills/ability.
