May have to complete an apprenticeship and/or formal training in area of specialty with 2-4 years of experience in the field or in a related area. Being a Stevedore is familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. Additionally, Stevedore performs a variety of tasks. Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor/manager.     Terminal Operations, Director II is responsible for overseeing the strategic growth and management of terminal activities in the Ports of Los Angeles and Long Beach (and any new ventures or opportunities that may be developed). This position reports to the Vice President, West Coast Operations.


    The Terminal Operations, Director II holds the responsibility to:

    • Direct the future growth of the operations in the Ports of Los Angeles and Long Beach by leading the development of projects, initiatives, and processes that are in alignment with the organization's policies and objectives.
    • Develop and implement a strategy for staff development and succession planning that allows the terminal to simultaneously grow and conduct operations while sustaining Metro’s core values and principles.
    • Lead the LA-LB business unit’s day-to-day operations, responsible for the achievement of defined KPIs.
    • Work collaboratively with the Vice President, West Coast Operations to develop, implement, and adhere to, best management practices and leverage technology to drive consistency across the organization in support of Metro’s Mission, Vision, Values, and Growth initiatives.
    • Work collaboratively with the Vice President of Business Development and Finance team members to identify business growth opportunities and commercial strategies to support the existing operational footprint.
    • Strategically partner with the Vice President, West Coast Operations and the M&R team on all capital expenditure and operational budgets pertaining to maintenance activities. This includes developing standards to ensure all statutory compliance requirements are followed with respect to all equipment and conveyance assets and systems to provide a safe, effective, and efficient working environment in alignment with our Health, Safety, and Environmental program.
    • Lead positive stakeholder relationships with customers, labor unions, port authorities, vendors, and corporate office.
    • Work collaboratively with the FP&A group to identify cost control improvement opportunities.

    Requirements

    • Establish a team-first mentality in area of responsibility
    • Support and implement Metro Ports’ strategic planning.
    • Develop and implement short-range and long-range operating goals for operations in areas of responsibility.
    • Create and implement a talent development strategy intended to attract, develop, motivate, and retain productive and engaged team members
    • Work closely and communicate with all Directors/Managers under their supervision; delegate authority, supervise and direct department personnel.
    • Collaborates consistently and effectively with M&R partners to ensure efficient use of resources and minimize downtime.
    • Review and analyze quantitative and qualitative information, including financial data.
    • Improve and codify business processes
    • Remain on-call for ready access by direct subordinates. Will be required to work nights, weekends, and holidays, as needed.
    • Act as liaison between Port operations officials and local Metro management.
    • Discuss and help resolve local and regional port problems, when necessary.
    • Work closely with the Vice President, West Coast Operations and Business Development team.
    • Maintain working knowledge regarding updates for compliances to federal, state, and local authorities.
    • Review computerized management reports.
    • Prepare and submit annual business plans (focus on increasing new business, enhancing revenue, productivity, and profitability).
    • Prepare and submit revised forecast to senior management.
    • Assist with the establishment of corporate policies and procedures.
    • Authorize certain contracts.
    • Attend management meetings and communicate with Vice President of Operations and senior management.
    • Seek new opportunities and innovative ways to offer more competitive services to the core customer base.
    • Improve the quality of services to all our customers.
    • Ensure local facility management upholds customer and union contractual requirements.
    • Monitor performances of Operations Team.
    • Produce evaluations based on performances of Operations Team, review performances of his/her management team, and set goals in line with the established goals and visions of the corporation.
    • Ensure that the team receives proper training, support, and guidance to achieve positive results.
    • Hire and terminate Operations Team members as required.
    • Interview applicants when needed.
    • Approve vacation time and leave as needed.
    • Ensure payroll and invoicing procedures are followed at each facility to ensure timely submission.
    • Prepare employee disciplinary actions and resolve employee conflicts.
    • Handle union complaints and grievances, if elevated, to a regional matter.
    • Obtain approval for capital expenditures in excess of establishment authority.

    Operations & Labor Relations

    • Monitor and direct operations under their supervision.
    • Provide relief, and step in to fill gaps ask needed, including, but not limited to ship/rail supervision, dispatch, scheduling, safety, environmental, and M&R.
    • Monitor and assist in the negotiations and implementation of various labor agreements.
    • Provide direction and support of the establishment of a stevedoring training process that instills Metro’s work methods and stevedoring philosophy.
    • Provide direction and support on individual leadership training.
    • Provide direction and support in the establishment of a culture that includes a positive work environment. One that clearly establishes Metro’s ways of conducting business that will set us apart from our competition.
    • Look for ways to expand and diversify Metro’s presence within the individual customer’s supply chain. Including providing more than just stevedoring services, such as warehousing and value-added services.
    • Encourage team members to view their position within Metro as more than just a job; but as part of an overall bigger team by emphasizing the importance of each role within the process.
    • Provide guidance and set the example of clear and open communication amongst all individuals within the local teams.
    • Encourage cross-training and open communication between the teams on the West Coast.
    • Develop a clear process that will establish a written work process for key functions for each operation.
    • Promote an enterprise-wide vision. Discourage the establishment of work silos that isolate team members and result in one-dimensional thinking.
    • Oversee the work processes being used for all operations and encourage change where needed. Provide an alternative viewpoint when necessary.
    • Establish strong working relationships with key stakeholders, including port authorities, labor, regulatory authorities, customers, etc.) that will help facilitate and improve local operations.
    • Ensure that developed safety procedures and processes are followed. Implement corrective action when needed.
    • Provide guidance and expertise to all operations staff under his/her supervision.
    • Review production time on jobs ensuring that vital projects are completed on time and within budget.
    • Ensure adherence to port and regulatory reporting requirements.
    • Ensure the maintenance of modern, efficient facilities through equipment, technology, training, safety, and environmental quality programs.
    • Assist, when needed, with accounts receivable collections.
    • Review and edit various correspondence and reports.
    • Prepare and manage agendas for appropriate operational meetings.
    • Constantly seeks to find ways to control costs within the area of responsibility.
    • Consistently seeks to continuously improve quality, service, and safety.
    • Participate in conference calls.
    • Represent Metro Ports at seminars and conferences. Visits customers.
    • Meet with customers on social and business occasions.
    • Entertain prospective customers, existing customers, and industry representatives (e.g., port staff) in accordance with Company policy and goals regarding entertainment.
    • Travel domestically and internationally to support company directives.

    Safety

    • Assure the safety of the general longshore workforce and steady Metro employees.
    • Know, implement, enforce, and monitor the Injury and Illness Prevention Plan (IIPP).
    • Take necessary and appropriate loss prevention and loss control measures regarding injuries to persons and damage to property and equipment.
    • Follow and assure adherence to the IIPP.
    • Participate in peer review procedures as outlined in the Safety Program.
    • Attend safety meetings.

    In accordance with applicable policies/procedures and Federal/State laws, may perform the following supervisory responsibilities: Interview, hire, orient, coach and develop employees; plan, assign, and direct work; appraise, manage, and reward performance; address complaints and resolve problems.

    Requirements

    Minimum Qualifications

    The following are the minimum qualifications that an individual needs to successfully perform the duties and responsibilities of this position. Please note that the minimum qualifications may vary based upon the department size and/or geographic location.

    Knowledge/Experience

    • Equivalent of a Bachelor’s degree in Business, Maritime or related and 10 years progressively responsible, related experience.
    • Advanced degree preferred.
    • Demonstrate a complete working knowledge of the PMA/ILWU contract, the governance of the contract and a basic understanding of the NLRA and NLRB mechanisms.
    • 5 years of staff management experience demonstrating a track record of staff development and succession planning.
    • Experience dealing with union labor relations, negotiating labor contracts, communications & organizational development required.
    • Demonstrate sound financial acumen skills.
    • Working knowledge of Microsoft Office.
    • Valid driver’s license.
    • Current TWIC (Transportation Worker Identification Credential) card.

    The office is clean, orderly, properly lighted, and ventilated. Noise levels are considered low to moderate. Field conditions vary.

    As a member of the Company’s operations staff, an employee may be exposed to a great variety of environmental conditions. Such is the very nature of contract stevedoring and marine terminal operations. Some of the work will be indoors, some outdoors, and other aboard ships not owned by or chartered to the Company. Operations staff may work on property owned by the Company, leased to the Company, owned by ports and leased to others, or owned by, chartered by, or leased to our maritime customers. Employees may work around motorized vehicles and the various ships, appurtenances, equipment, and gear common to the industry. While an employee may work on a single maritime site for most of one’s work, special circumstances may require that employees work at a different site based upon the needs of the business. The Company serves as a stevedore and/or terminal operator for a wide variety of maritime cargoes for export and import. In all instances, the health and safety of all employees is the Company’s #1 concern.

    The Company has a Health, Safety, & Environmental team who will assist employees in the identification of any unusual exposures so that the appropriate steps may be taken to ensure their health. This would include everyone’s full compliance with the Company’s hearing loss conservation program in those specific locations where it has been identified that one may be exposed to injurious noise levels.
