  • The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is looking for a Strategic Planning Analyst III for our Accounting & Finance department. The Strategic Planning Analyst III will perform various activities in support of the Financial Services Department. The Strategic Planning Analyst III is responsible for managing the projection and development of budgets for programs/units within the assigned divisions. Conducts ongoing analysis of expenditures and incoming revenue, contract/reimbursement constraints, and data collected impacting budgetary operations within the division. Works collaboratively with designated Accounting Staff to achieve divisional budgetary goals and objectives. The Strategic Planning Analyst III will act as primary contact for Waiver 1115 programs. Provide support in the area of Cost Accounting and support the MAC team. Possessing technical skills in SQL, MS Access, and MS Excel for manipulating and aggregating large disparate data systems for Financial Reporting and support the completion of complex cost accounting reports within the state standards and reasonable tolerances within established timeframes. The analyst will provide reporting, analysis, and continuous quality improvement of the financial system processes. Meets monthly, quarterly, semi-annual, yearly, and ad hoc financial reporting deadlines, including but not limited to the Board, Infrastructure & Special Project Accounting, and Fund Balance reports. Relies on extensive experience, communication, and judgment to plan and accomplish goals, having a wide degree of creativity and latitude, achieving these aims, the Strategic Planning Analyst will maintain a high degree of professional ethics, integrity, professionalism, customer service, and teamwork.

    What you will do:

    • Makes recommendations for budgetary allocations based on prioritized financial operational needs of the respective division.
    • Prepares, reviews, and coordinates the completion of reports and budget presentations for management review, this includes review of clinical data as well as payroll and financial data.
    • Processes adjustments/amendments to budgetary allocations as needs are identified.
    • Consults with managers, administrative staff and accounting financial support staff in formulating recommendations for expenditure of funds.
    • Acts as a resource to provide information or determine the most effective way of meeting the needs of management, staff, or other departments within the agency.
    • Adapts to changing work requirements.
    • Acts as a secondary back-up for completion of cost report activities and audits.
    • Collaborates with agency unit directors and managers in order to complete reports as assigned, including but not limited to state, internal budget, and federal reports.
    • HHSC certified RMTS Trainer, MAC Financial Coordinator, Waiver Cost Report Preparer, and Rate Enhancement Enrollment.
    • Analyze Financial Systems processes, data collection methodologies, system data integrity and recommend improvement on an ongoing basis.
    • Assist in other financial projects as directed.
    • Attends all required education, continuing education, and training to meet all applicable standards.
    • Performs all other related duties as assigned.

    What qualifications you will need:

    Education:

    • Bachelor’s Degree or Equivalent required.
    • Master’s Degree, preferred.

    Experience:

    • Four years minimum experience completing highly complex financial and clinical reports; experience facilitating audits and desk reviews; experience completing and submitting State of Texas reports to HHSC.

    • Ability to perform flexible motions to complete repetitive tasks.
    • Ability to meet deadlines and adapt to the changing needs of management.

    • General knowledge of Cost Accounting procedures
    • Knowledge of business operations
    • Knowledge of budgetary, financial, and accounting reporting
    • Knowledge of office workplace procedures
    • Knowledge of or ability to learn The Harris Center’s software packages including but not limited to Ross ERP, EPIC etc.
    • Familiarity with HHSC STAIRS reporting system.
    • Able to interact with individuals who may be emotionally or physically hostile, agitated, or uncooperative.
