Strategic Planning Manager manages the analytical and research activities supporting an organization's strategic, short-term, and long-range goal planning function. Oversees data collection and conducts organizational reviews to identify the business's strengths and weaknesses and evaluate operational effectiveness. GENERAL PURPOSE
Under the supervision of the Community Development Director, the Planning Administrator performs a variety of administrative, clerical, technical, and professional work; coordinates activity related to the day-to-day function of the Planning Department including the internal development review process; coordinates with the Building and Public Works Departments for joint reviews.

This position works under the general supervision of the Community Development Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES
· Primary contact for phone and walk-in customers including receipt of applications and application fees.
· Administers process function and documentation for all Planning activity, creating process where needed.
· Maintains tracking of all applications received by the Planning Department to ensure that all applications are properly received, documented, acted upon, and responded to in an appropriate timeframe.
· Maintains files and documentation related to all Planning activities.
· Responds to external and internal requests for basic Planning information and/or clarification of development and use code requirements.
· Coordinates and documents all activity related to the Internal Review Process for use during review of Subdivision Development, Commercial Design Review, and other projects requiring cross-departmental approval.
· Updates and maintains all Planning applications in electronic format including maintenance of the Planning page and Planning forms on the city’s website.
· Coordinates the Planning Commission, Zoning Adjustment Board, and Historic Preservation Commission activity including communication with commissioners, assembly and distribution of packets, attending meetings, taking minutes, posting agendas and minutes to the city’s website, and coordinating administrative approvals where appropriate.
· Performs other duties as assigned.
PERIPHERAL DUTIES
Works with other staff as assigned to help coordinate other special projects. Coordinates with City Clerk’s office on financial- and purchasing-related activities.
SPECIAL REQUIREMENTS
This position is required to work flexible hours to attend Planning Commission, Zoning Adjustment Board, and Historic Preservation Commission evening meetings as needed after the regularly scheduled work day.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
· REQUIRED: High school diploma and at least five years of professional office experience.
· PERFERRED: Experience in a Planning Department or closely related field. Familiarity with development and planning related codes, terminology, and practices.
· PREFERRED: Associate’s Degree or higher from an accredited college or university.
Necessary Knowledge, Skills, and Abilities:
· Working knowledge of computers and data processing; working knowledge of modern office practices and procedures.
· Skill in operating listed tools and equipment.
· Ability to handle multiple projects and to manage deadlines, using project management software.
· Ability to work independently with minimal supervision on assigned tasks.
· Ability to communicate effectively verbally and in writing; ability to establish successful working relationships; ability to work under pressure and/or frequent interruptions; ability to work with angry and difficult customers.
ADDITIONAL REQUIREMENTS
Ability to be bonded is a requirement, due to cash handling.
Must have a valid driver’s license issued by the State of Mississippi.
TOOLS AND EQUIPMENT USED
Personal computer; software to include Microsoft Word, Excel, Access, Power Point, and Adobe; phone, fax, and copy machines.
