Strategic Planning Manager manages the analytical and research activities supporting an organization's strategic, short-term, and long-range goal planning function. POSITION SUMMARY: Manager of Planning and Entitlement is responsible for coordination and oversight of consulting teams hired in pursuit of land acquisition, planning and entitlement of master planned communities including land use, zoning, site plan approvals, engineering, surveying, platting, environmental and other related regulatory approvals from identification of developable property through commencement of a first phase of construction. Also work with the Operations Management Team to ensure that Kolter Homes standards are met on each project.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Acquisitions
Work with Regional Vice Presidents and Acquisition team on review and due diligence of new project sites.
Ability to coordinate density study plan(s) meeting Kolter specifications, local zoning, and other site limitations due to wetlands, conservation areas, topography, etc.
Work closely with Land Development team to develop and provide input for ongoing updates to preliminary engineering concepts and phased cost estimates for use with LOI offers and during due diligence for use in underwriting proforma.
Review PSA and provide comments to Acquisition Team regarding elements pertaining to site development, proposed schedules, and seller / buyer responsibilities.
Obtain consulting team proposals and develop acquisition due diligence budgets.
Manage professional consulting team during due diligence process.
Work and oversee planning consultant to develop CADD based site plans and power point presentations
(when needed) for use during due diligence and acquisition process.
Work with Acquisition team during due diligence process to review findings, update check lists and maintain schedule.
Obtain boundary surveys and review title to assist in development of title objections (if any) to seller.
Meet with various government jurisdiction staff to review proposed development, determine zoning limitations and requirements, water and sewer availability, traffic concurrency and general compliance with local comprehensive plan land use.
Based on reports and information from consulting team, assist with preparation of final due diligence report(s) and supporting development strategy information for use in final approval memo.
Work with Acquisition Team to develop final entitlement and development schedules for use in underwriting proforma and final approval memo.
Planning and Entitlement
Coordinate proposals for selection of local planning, engineering, and environmental consultants for use during project planning and entitlement process.
Coordinate and oversee selected consulting team towards development of a site plan incorporating Kolter product script, Kolter development standards, a logical path of development, sales and model center, amenity site location, existing site features to the benefit of future lot views, local zoning and land development regulations for review and approval by Kolter management prior to use in project entitlement.
Coordinate and oversee engineering consultants to complete overall conceptual master plan engineering and phased final engineering plans and permits necessary to commence development. Review plans, provide comments and coordinate with Vice President of Land Development to incorporate Kolter development and grading standards.
Coordinate and oversee surveyor on preparation, review, processing, and approval of final plats for commencement of development.
Coordinate and oversee environmental consultant on preparation and submittal of necessary permit applications for commencement of development. Coordinate and advise Kolter management of mitigation strategies and associated costs.
Coordinate with Kolter Finance department on providing costs, project schedules and other information for their use in obtaining project financial partners.
Coordinate with Vice President of Amenity, together with Landscape Architects, Irrigation consultants and electrical engineers on development of landscape and hardscape and amenity elements for new projects for review and approval by Kolter management.
Coordinate with project community leaders and land development team on project schedules and predictive lot analysis for ongoing master phased projects.
Assist project Land Development team members associated with larger master planned communities as needed with ongoing project development phase approvals.
Assist Land Development team as needed on obtaining and review of contractor proposals against project proforma budgets.
Assist Land Development team with preparation of annual project budgets for ongoing phased master plan communities.
Work with Land Development team and consultants to develop effective solutions to development within site constraint areas.
Work with consulting team to develop effective and economical solutions to local government zoning concerns and maintain Kolter development standards.
Travel (including overnight) as necessary for meetings with various governmental agencies and attendance at Public Hearings required for final government approvals.
Other
Maintain local business and government relationships as needed in communities where projects are actively being developed.
Work with local government, Kolter financial analyst, Kolter Management and consulting teams on creation and operations of new Community Development Districts or other Special Purpose Government.
Coordinate submittal of project status reports as required by project development orders.
Coordinate submittal of project environmental reporting to government agencies as required by conditions of approval.
Assist Community Leaders with development and review of HOA and/or POA declarations. Placement where needed on various CDD board of supervisors and HOA board of directors.
Periodically review with various project Community Leaders, HOA property managers and Kolter Land Development team managers conditions of approval to ensure compliance and maintaining project binders of as-built plans and operational information required at turnover.
REQUIRED JOB KNOWLEDGE, SKILLS, AND ABILITIES:
Strong understanding of construction, entitlements, and subcontracting.
Understanding of budgeting, acquisitions, entitlements, and land development.
Excellent analytical, creative thinking, leadership, problem-solving, interpersonal, negotiation, organizational, project management and time management skills.
Manage multiple priorities in a timely and professional manner with strong attention to detail with limited supervision.
Read and interpret financial reports, market comps, engineering reports, construction documents and specifications, contracts, owners’ association documents, and other related work documents.
Proficiency in Microsoft Office (Word, Excel, Outlook, Power Point).
Effectively and professionally communicate (in oral and written form) with internal and external customers.
Demonstrate commitment to integrity, company values, customer-focus, and established policies and procedures.
Display professional appearance and manner.
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree in civil engineering or urban/regional planning or a related field is strongly preferred. A PE, Registered Planner or MBA is preferred, but not required.
Minimum 5 years related experience in a similar position.
