Strategic Planning Manager manages the analytical and research activities supporting an organization's strategic, short-term, and long-range goal planning function. Oversees data collection and conducts organizational reviews to identify the business's strengths and weaknesses and evaluate operational effectiveness. Being a Strategic Planning Manager leads the research of emerging trends, expansion opportunities, competitive threats, and the viability of outside business partners. Develops recommendations for internal business process improvement. Additionally, Strategic Planning Manager designs and executes methods to track and measure organizational performance data to use for planning. Requires a bachelor's degree. Typically reports to a director. The Strategic Planning Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager.     WORK WEEK SCHEDULE

    Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek

     

    POSITION PURPOSE:

    Serves as a collaborative member of the SES Policy Team to facilitate interpretation, implementation, and compliance with federal, state, and district policies. Provides professional development and ongoing support for ECATS and the implementation of policies and procedures. Supports school-based and SES staff through the development and deployment of resources, conducting school audits, providing professional learning, and direct support in creating, monitoring, and documenting compensatory services. Assists with compiling data for Federal, North Carolina Department of Public Instruction (NCDPI), and SES reporting.

     

    MINIMUM QUALIFICATIONS: 

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

    • Extensive knowledge of federal, state and local policies and procedures relating to monitoring and auditing special education records;
    • Considerable knowledge of federal, state, and local agencies that provide services for children with special needs;
    • Considerable knowledge of federal, state, and local policies and procedures applicable to special education services;
    • Considerable knowledge of Microsoft Office, specifically Word, Excel, Power Point, OneNote; Adobe Acrobat products; and cloud-based environments such as Google Apps;
    • Considerable knowledge in consultation, collaboration, and coaching skills;
    • Critical thinking and problem-solving skills;
    • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
    • Ability to present and explain information regarding policies and guidelines to special education staff members;
    • Ability to work independently and within a team structure;
    • Ability to establish and maintain effective working relationships with school system staff, teachers, students, parents, external agencies, and the public.

     

    EDUCATION, TRAINING, AND EXPERIENCE

    • Bachelor’s degree in special education or related field;
    • Five years of successful teaching experience in special education.

    CERTIFICATION AND LICENSE REQUIREMENTS

    • Hold or be qualified to hold a North Carolina Professional Educator’s license in special education;
    • Must hold and maintain a valid motor vehicle operator’s license according to the State of North Carolina requirements.

     

    PREFERRED QUALIFICATIONS:

    • Master’s degree from an accredited college or university;
    • School-based leadership;
    • Knowledge of Wake County Public School System’s (WCPSS) applications and programs;
    • Considerable knowledge of and experience with ECATS.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Prepares timely data reports for submission to NCDPI.
  • Collaborates to develop and/or present professional development on policies, procedures and use of ECATS for teachers, administrators, and SES staff.
  • Participates in oversight of 90-day timelines, and child count completion.
  • Collaborates with school based and SES staff to secure, monitor and support compensatory services plans and providers.
  • Participates in the auditing of confidential records for compliance with federal, state and local policies and procedures governing the services for students with disabilities.
  • Contributes to development of compliance resources including policy and ECATS manual.
  • Completes assigned and/or designated tasks that align with SES responsibilities, with the ability to adjust and work within timelines and priorities.
  • Provides ongoing support regarding policies and procedures to special education teachers and staff members.
  • Utilizes spreadsheets, Microsoft Word, and database programs to manipulate, analyze and display data.
  • Develops internal processes to efficiently maintain appropriate documentation.
  • Utilizes current and innovative technologies to support SES and special education teachers.
  • Performs other related duties as assigned.

    WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, fax machines, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff and staff members. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment. Travel may be required to schools, central services offices, and other locations within Wake County.
