This position is part of the Marmon Rail Division and will be assigned to a repair shop location either at Union Tank Car Company or Transco Railway Products, Inc. - North America locations, or Procor, at one of their Canadian locations or work remotely. This position will report to the Materials Management Leader.
Job Summary:
Responsible for coordination of all purchases and purchasing procedures for the Altoona, PA Plant. Includes maintenance documentation that keeps track of purchases, placing orders, and answering questions in regard to the status of the various orders.
Job Responsibilities
- Manage inventory while supporting production
- Manage cost through efficient procurement of production materials and consumables
- Vendor Managed Inventory
- Verifies material specifications and engineering drawings to ensure material conforms to UTLX requirements as outlined in the Shop’s Quality Manual.
Administers the replenishment of the shop’s two bin system; ensuring material is located at the point of use, in sufficient quantities to support the operation. Will adjust reorder points to reflect the changes in consumption.
Establishes good relations with vendors to fully utilize the advantages of consignment and vendor managed inventory programs. Participate in vendor reviews and qualify vendors as required.
Works closely with Write Up to ensure that repair costs do not exceed blanket authority and meet profit targets.
Establishes good relations with other employees in the repair shop as well as those in the trucking, rail and regulatory agencies.
Team Development
- Establishes a system of cross-training such that any person in the department can perform the basic functions of material acquisition and delivery.
Establishes metrics for departmental performance and a system for communicating and publishing those to the workforce. Develops standard work instructions and procedures for all key processes in the department.
Develops problem-solving methods that focus on solutions, not placing blame.
The incumbent works to epitomize Union Tank Car’s Quality Policy and ensures that subordinates' work meets internal and external customer expectations at all times by fully applying himself/herself and seeing to it that subordinates apply themselves to the task involved, preventing errors, and implementing personal and departmental quality improvement projects. In addition, the incumbent is required to understand the Responsible Care Management System and actively participate in activities outlined therein.
In order to perform the essential functions of the job, the incumbent must possess, at a minimum, the following skills and abilities:
- Possess keen visual and audio acuity to recognize various shop danger signals to avoid injuries and promote a safe working environment.
Possess considerable stamina to perform the essential functions over a large geographical plant area in hot and humid conditions.
Ability and availability to work considerable overtime hours that may often be required.
Willingness and ability to wear safety equipment such as, but not limited to safety shoes, safety glasses, hard hats, ear plugs and respirators.
Ability to prepare correspondence in Word, reports and charts in Excel, and presentations in PowerPoint.
Possess effective communication skills to interact with a wide variety of employees, vendors, and regulatory agencies.

- A minimum of 5 years in a production or quality-based environment is required.
- H.S. diploma or equivalent required, 2-3 years purchasing experience desired but not required.
- Previous manufacturing experience is required.
- Basic understanding of math.
- Basic understanding of Microsoft Office products (i.e. word and Excel).
- Creative problem-solving skills and basic bookkeeping skills.
- May be required to upgrade his/her skills from time to time by completing outside classes.
- Ability to collect and analyze data to propose solutions to procurement-related problems.
- Must have the ability to work alone or in groups to get tasks completed.
- This position has the potential to grow into a management-level position.
