Substance Abuse Center Director (Hosp. Op.) directs the clinical, managerial, and administrative aspects of substance abuse programs. Measures and evaluates the effectiveness and quality of drug/alcohol rehabilitation treatment procedures to achieve standards and objectives. Being a Substance Abuse Center Director (Hosp. Op.) partners with community agencies and programs to ensure continuity in the type and level of patient care. Ensures compliance with all federal, state, and local standards and requirements.     Job Summary:
    This is a 40 hour per week, salaried position. Provides leadership for the Educational Opportunity Center project, having responsibility for the supervision of all staff; conducts and coordinates planning, budgeting, staffing, the implementation of all project activities and project evaluation. Provides counseling and advising services to participants to encourage and facilitate school completion, postsecondary enrollment and personal, educational and occupational development.

    Essential Functions:
    1. Directs and coordinates the implementation of all Educational Opportunity Center activities.2. Coordinates the activities of all staff to ensure the purposes of the Educational Opportunity Center project are accomplished.3. Prepares and submits responses to all reports required by the U. S. Department of Education and the college and/or consortium.4. Keeps cognizant of all federal regulations concerning the Educational Opportunity Center project as they become effective.5. Ensures the project is operated within all applicable federal, state and local laws and regulations.6. Recruits and advises participants, in cooperation with adult education center site staff and collegecounselors/faculty, facilitating referrals as appropriate to foster school completion and college enrollment as needed.7. Establishes and maintains good working relationships between the Educational Opportunity Center project, the college, adult education center sites and other community agencies, some of which may provide services to project participants or staff.8. Conducts staff meetings for Educational Opportunity staff, and attends staff meetings at the college, adult educational center sites, and other entities as appropriate and/or requested.9. Schedules and may conduct in-service training activities.10. Makes presentations, radio appearances, provides written articles and in other appropriate ways informs the community of the Educational Opportunity Center project, its purposes, and how a potential participant applies.11. Supervises the maintenance of a filing system, counseling activities, and participant records.12. Interviews and hires all personnel for the Educational Opportunity Center project and is responsible for their orientation, professional development and evaluation.

    Performs other duties as assigned.

    Accountabilities:
    Under the limited supervision of the Grants Manager, is responsible for the overall direction of the project including day to day operation and supervision of all Educational Opportunity Center staff and activities.

    Job Specifications:
    Masters Degree in Education, Counseling or related area required. Five years experience in school/community service program administration required. Experience in managing budgets, supervision of personnel, and interpersonal skills required. Minimum of two years successful experience involving educational or counseling programs for at risk population. Confidentiality a requirement.
