Essential Job Functions: 

• Assesses client's condition and needs to determine eligibility according to program requirements. Performs initial functional assessment; psychosocial history, mental status exam, financial information, demographics, etc.; performs periodic assessments/updates as needed; determines appropriate services; completes referral forms.
• Develops a service/treatment plan with client and establishes attainable goals.
• Updates service/treatment plans when required; ensures that plans are current and charts meet all documentation requirements according to 65D-30 for the appropriate level of Substance Abuse services provided.
• Provides didactic, life skills and process groups, individual counseling as well as "rational authority" for Therapeutic Community Activities daily; and oversees non-clinical services and activities for clients.
• Links clients to available resources in the community; provides information and referral; maintains an up-to-date roster of all community resources.
• Advocates to obtain services for clients.
• Aids clients develop a reentry transition plan, receives complaints and advocates for improved services for clients.
• Observes behavior patterns; implements behavior modification techniques, and/or progressive disciplinary actions if required.
• Documents all contacts and services provided through service activity notes/logs, attendance rosters, monthly log sheets, and other tracking forms; provides updates; completes tracking forms.
• Develops and presents educational programs for families of clients and the community; provides information to the community regarding services that are available to a targeted population.
• Plans, conducts and/or attends meetings; staffing meetings; court hearings; hospital hearings; committee meetings; treatment team meetings; peer review; case consultations, clinical risk committee, etc.
• Advises, recommends and staffs at various program related meetings; may take minutes.
• Completes required program reports.
• Communicates verbally and in writing with the public, other service agencies, criminal justice system, pretrial intervention services, schools, family, and significant others, etc.; may serve as a liaison or resource person.
• Controls verbally and/or physically abusive and aggressive clients and performs aggression control techniques if necessary up to and including appropriate utilization of handcuffs and shackles.
• Maintains client accountability through attendance and counts.
• Provides immediate crisis intervention, in person and is responsible to follow The Florida Department of Corrections policy and procedure regarding crisis situations.
• Maintains an awareness of proper safety procedures and guidelines.
• May collect and validate urine samples.
• May do room searches or pat downs
• Participates in in-service training.
• Provides or arranges transportation for clients as needed; may escort a client to the appropriate service if necessary.
• Performs related work as required.

Minimum Qualifications:

• Bachelor's degree from an accredited college or university in any of the social sciences, and two (2) years of professional in chemical addictions counseling and/or mental health counseling; or
• A Bachelor's degree from an accredited college or university in any area of study, and three (3) years of professional experience in chemical addictions counseling and/or mental health counseling; or
  
• A Master's degree from an accredited college Or university in any of the social sciences and one (l) year Of professional experience in chemical addictions counseling and/or mental health counseling; or
• A Master's degree from an accredited college or university in any area of study, and two (2) years Of professional experience in chemical addictions counseling and/or mental health counseling; or
• A Doctorate from an accredited college or university in chemical addiction counseling and/or mental health counseling; or
• A Doctorate an accredited college or university in any unrelated area of study, and one ( l) year of professional experience in chemical addiction counseling, and/or mental health counseling; Or
• A current Certification as a Certified Addictions Professional (CAP), Certified Criminal Justice Addictions Professional (CC-IAP), Certified Associate Addictions Professional (CAAP), or Certified Criminal Justice Associate Addictions Professional (CCJAAP) is preferred.
  

Knowledge/Skills/and Abilities: 

• Knowledge of mental illnesses, emotional disturbances, addiction, and/or co-occurring disorders and proper treatment techniques.
• Knowledge of the basic principles, methods, practices, and procedures of behavior management and counseling.
• Knowledge of the criminal justice system.
• Knowledge of therapeutic techniques
• Ability to conduct individual, group and family supportive counseling.
• Ability to assess and monitor clients and develop realistic goals and objectives.
• Ability to maintain documentation in accordance with the Department of Corrections Contract Standards as well as in accordance with DCF 65D-30 for the level of service.
• Ability to operate a motor vehicle to transport clients and perform essential functions of the position.
• Ability to express oneself clearly and concisely both orally and in writing.
• Ability to maintain an effective working relationship with client, co-workers, professionals, and the general public and other service agencies in a tactful and courteous manner.
• Ability to handle verbally and/or physically abusive and aggressive clients and utilize aggression control techniques to ensure the safety and well being of the client, other clients, and employees in the unit, up to and including appropriate utilization of handcuffs and shackles.
• Ability to communicate effectively with suicidal, mentally, emotionally, and/or psychologically disturbed clients in person and over the telephone.
• Ability to express oneself clearly and concisely both orally and in writing.
• Ability to maintain an effective working relationship with client, co-workers, professionals, and the general public and other service agencies in a tactful and courteous manner.
• Ability to handle verbally and/or physically abusive and aggressive clients and utilize aggression control techniques to ensure the safety and well being of the client, other clients, and employees in the unit, up to and including appropriate utilization of handcuffs and shackles.
• Ability to communicate effectively with suicidal, mentally, emotionally, and/or psychologically disturbed clients in person and over the telephone.

Necessary Special Requirements: Possession of a valid Florida driver's license, acceptable driving record, and proof of personal automobile insurance if required to drive an SMA vehicle and/or use a personal vehicle for SMA business. Complete State of Florida mandatory background screening prior to start of employment.  Complete SMA required training during the first six (6) months of employment and updated if required.

Physical: Mobility and ability to bend and reach during an 8-12 hour day. Able to lift minimum 10 pounds. Visual and auditory acuity sufficient to evaluate, intervene, treat, and record client health care needs. Fine motor skills for legible and accurate charting, daily correspondence and presentation, either manually or orally. Work endurance ability to work 8-12 hour shifts with a meal break, as possible. Routine 8-12 hour shifts. Hours and days off may vary. Extra hours may be required. Work assignment locations may vary.
