    bachelor’s degree and three years of experience in intelligence analysis, or homeland security, counter terrorism or emergency preparedness analysis and assessment in a law enforcement, intelligence, homeland security, emergency management or response organization.

    Substitution: A master’s degree may substitute for one year of experience.

    Preferred Qualifications:
    • At least 2 years' data analysis experience to include working with databases, conducting data quality control, data analysis, and data management.
    • Past course work in data analysis.

    Duties Description
    Duties include but are not limited to the following:
    • Serve as a strategy analyst for the Public Safety Unit with the goal of bolstering program effectiveness to include Red Team and counter terrorism exercises, public and private sector outreach and training, information and intelligence sharing, and suspicious activity reporting efforts.
    • Conduct complex data collection, review, cleaning, interpretation, analysis, and management to include establishment and maintenance of databases, statistical packages, and implementation of strategies that optimize statistical efficiency and quality assurance. Define new processes, collection strategies and opportunities.
    • Maintain proficiency in necessary tools and platforms, such as Analyst's Notebook, Geographic Information Systems (GIS) tools, Microsoft Excel, and Tableau. Utilize resources to gather, analyze, and visualize data to help the agency make more informed decisions.
    • Synthesize information and intelligence to predict trends and allow for appropriate and effective actionable items for recipients of Intelligence reports, outreach presentations, and educational products (ex: law enforcement, first responders, and public and private sector partners).
    • Serve as a liaison with internal and external groups and individuals at the federal, State, and local levels; provide analytical assistance with a focus on critical infrastructure protection and terrorism prevention. These efforts include regular meetings and working with other components within the Office of Counter Terrorism and New York State Intelligence Center.
    • Formulate a "threat posture" for the Public Safety Unit's programs, to include the following: fusing threat reporting and trend analysis with incidents; identifying and communicating potential indicators of terrorist activity at home and against American interests overseas; and continual assessment of current threat of terrorism at the State and national levels.
    • Conduct research and analysis, evaluate impact, and provide recommendations regarding current and proposed legislation and regulation as relates to terrorism and the Office of Counter Terrorism's program portfolio.
    • Approximately 40% travel is required.
    • Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required.
    • Appointed candidate will be required to obtain a National Security Clearance during their probationary period. Failure to obtain this clearance will result in termination. Additional details about this required clearance will be discussed during the job interview.
