Systems Engineering Manager manages daily operations in the department responsible for the planning and engineering of an organization's systems infrastructure. Ensures that hardware and/or software are designed and installed in a manner that meets the needs of the organization. Being a Systems Engineering Manager monitors systems performance and provides recommendations as required. Typically requires a bachelor's degree. Additionally, Systems Engineering Manager typically reports to a head of unit/department. The Systems Engineering Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Extensive knowledge of department processes. Non-Competitive: a bachelor’s degree in a mathematic, electrical, electrical engineering, science or computed related field, and two years of experience in electronic systems design, implementation or maintenance, one year of which must have been in the development of, or analysis of systems, solutions or designs, or fiber optic installation and/or fiber network networking/infrastructure maintenance; or an associate’s degree in the above fields, and four years of the described experience, one year of which must have been in the development of, or analysis of systems, solutions or designs, or fiber optic installation and/or fiber networking/infrastructure maintenance; or six years of military training and/or experience or field network networking/infrastructure maintenance; or six years of military training and/or experience or field work experience in electronic, engineering and/or fiber optic installation and/or fiber network/infrastructure maintenance.
Under the general direction of the Director of Application Development, the Manager of Engineering Systems plans, coordinates, and supervises all activities related to the procurement, design, development, installation, configuration, maintenance, and implementation of Authority engineering systems software applications, both commercial and in-house developed. Also included is design and coordination all activities related to the development and support of external authority public facing web sites and internal employee facing intranet web sites. Plan, direct and coordinate systems analysis, design, application development, maintenance, implementation, and quality assurance activities. Develop and/or participate in the development and implementation of IT policies, procedures, standards, and internal controls related to supported program area. Supervise development, installation, maintenance, and implementation of internet/intranet software applications which is overseen by program area lead Information Technology Specialist 4. Duties also include supervision of technical staff, performing complex systems analysis, application programming and testing of enterprise-wide supported program area software applications.
This is a hybrid position with 50% telecommuting allowed.
