    Actively supports and upholds the City’s stated mission and values. Under direction of the Water Services Director, employees of this class are expected perform professional management, administrative, supervisory, and programming duties for Water Services operations sections as assigned, plus project management, and design review.

    ADMINISTRATIVE DUTIES
    • Supervisory: This job has full responsibility for supervision (hires, directs, schedules, transfers, promotes, rewards, disciplines, and terminates other employees.)
    • Budgetary: This job has full responsibility for coordinating, overseeing, and administering section budgets.
    • Strategic Planning: This job has full responsibility for strategic planning at the section level including planning, coordinating, and overseeing system operations and improvements.
    • Policies/Procedures: This job has full responsibility for policies and procedures at the section level including assisting in the development and review of divisional policies and procedures
    • Compliance: This job has full responsibility at the section level for ensuring compliance with all Federal and State regulatory requirements for Water Services operations.
    • Council Communications: This job full responsibility for Council Communications at the section level including representing matters at Council meetings.
    • Reporting: This job has full responsibility for reporting at the section level including ensuring reporting requirements for regulatory permits are accomplished and submitted.

    Examples of the Work Performed

    EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
    • Provides excellent customer service to both internal and external customers.
    • Coordinates operational functions and identifies system inefficiencies with Section Directors and Water Services Managers of each section.
    • Coordinates operational functions and identifies system inefficiencies with the managers of each section.
    • Coordinates the Water Services Capital Improvement Program with the Water Services Engineering Manager.
    • Ensures integrity of the water, wastewater, stormwater, and reclaimed water systems.
    • Reviews proposed development plans and their impact on the division.
    • Develops and coordinates the Water Services Safety Program policies and procedures including ensuring safety protocols, programs, and topics administered by OSHA, etc. are followed.
    • Keeps the Water Services Director advised of the operational activities of the division through written, oral, and statistical reports.
    • Other duties as assigned.

    ENGINEERING
    • Reviews proposed development (Water & Sewer Impact Analysis) plans and their impact on the water, wastewater and stormwater systems, strong understanding of WaterGEMS and SewerGEMS.
    • Reviews subdivisions plans for compliance to ADEQ regulations, prepares ADEQ wastewater capacity forms and recommends approval relating to the delegated Arizona Department of Environmental Quality (ADEQ) program for public water and sewer line extensions to the City Engineer.
    • Enforces ordinance/code requirements for the extension(s) of public water, sewer, stormwater and reclaimed water lines associated with private development projects.
    • Assists the Water Services Director with developing broad plans for the construction, improvements, and maintenance of Water Services infrastructure.
    • Responsible for overseeing the delivery of Water Services Capital Improvement Projects such as, but not limited to; treatment plant upgrades, stormwater system upgrades, water lines, sewer lines, reclaim water lines, rights-of-ways, easements, new public facilities & remodels and contract administration.
    • Responsible for project delivery (administering design and construction contracts) including negotiating scope and fees, selecting procurement methods, administering contracts, negotiating change orders, representing the City in lawsuits, monitoring budget, etc.

    Qualifications

    MINIMUM REQUIREMENTS
    • Bachelor's Degree in related field such as Civil Engineering, Environmental Science, Public Administration, Management, Business/Economics. Construction Management
    • Five (5) years of progressively responsible experience in water related technical capacity that includes capital program project management.
    • Three (3) years of supervisory experience.
    • Engineering – Must possess or ability to obtain through reciprocity and maintain registration as a Professional Engineer in the State of Arizona.
    • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

    DESIRED EXPERIENCE AND TRAINING
    • Registered Professional Engineer (Civil).

    OTHER REQUIREMENTS
    • Must possess, or obtain upon employment, a valid Arizona driver’s license.
    • Regular attendance is an essential function of this job to ensure continuity.
