    Physical Demands: Work is primarily sedentary, but involves use of a personal computer so a degree of dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required to lift and carry reference books, working papers, and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort.

    Major Duties:
    • Works with focus groups and end users to determine functional specifications. Synthesizes and and analyzes information from those entities to prepare specification requirements for product line applications.
    • Ensures that standards, methods, and techniques are included as part of the collection and preparation of the software requirements specifications.
    • Serves as technical advisor for the Financial Information Service under FSC. Performs and/or directs system analysis and development/design duties for major business-type function which have significate impact on FSC and VA operations. Applies extensive knowledge of the subject matter of the data systems as well as the capabilities of the automated equipment in order to determine the design of new system or interface with existing management systems.
    • Work with focus groups and end users to analyze, evaluate, test, and make recommendations to improve existing software applications and/or to develop new software products applications.
    • Utilizes comprehensive working knowledge of design and coding processes to make viable recommendations to management, programmers and other senior staff based on extensive experience, background research and analysis.
    • Conducts specialized studies as requested by management personnel. Such studies typically focus on the use of automation in support of engineering efforts.

    Basic Requirements: To meet the basic requirements for the Information Technology (IT) Management Series 2210 (Alternative A), you must possess:

    Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

    Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

    Specialized Experience is defined as: Database experience to do data analysis. Experience with SQL run queries, Microsoft Purview application to be used for Data Dictionary, and Microsoft Azure Synapse or Cloud technology.


    Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

    To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

    There is no education substitute or requirement for the GS-13 level.

    Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
