Talent Management Manager manages the development, implementation, and administration of programs that evaluate, measure, enhance and improve employee performance. Utilizes assessments to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results and prepare for future needs. Being a Talent Management Manager leads the design of performance management strategies and processes that measure outcomes, identify areas for improvement, and align teams to organizational goals. Establishes cross-functional synergies that provide training and development resources needed to achieve workforce performance improvements. Additionally, Talent Management Manager champions a culture of objective setting and result measurement aligned to pay and rewards using tools, training, and communication. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Talent Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Talent Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Job Summary/Basic Function:
    Collaboratively lead Human Resources support for talent acquisition and training at Everett Community College. Lead the Professional Development, Volunteer and Internship programs.

    1. Provides leadership and planning to ensure that the College has a safe and equitable working environment.2. Leads and advises managers regarding issues related to employment opportunity. 3. Partners with college groups regarding staffing, department structure, rules interpretation and related personnel issues.4. Develops, publishes and implements HR related policies and procedures.5. Works with others to ensure cross-training within the Human Resources Department.6. Recruits, hires, trains, supervises and evaluates Human Resources support staff.7. Makes determinations of appropriate classification and compensation for new or changed positions.8. Resolves staff conflicts and promotes good team work practices.9. Trains and assists managers in developing and implementing effective training and development plans.10. Provides hiring managers with advice and assistance in developing job descriptions, recruiting, hiring, and onboarding employees.11. Creates recruiting materials including brochures, flyers, and advertisements, and ad placements.12. Establishes and maintains relationships with other colleges and universities, particularly with HBCUs, HSIs, and TCUs to ensure successful results for improving employment opportunities.13. Supervises posting of advertisements on various job boards and print publications.14. Conducts reference checks and provides summary of results to hiring managers.15. Evaluates results of criminal background checks. Makes recommendations regarding job offers.16. Ensures compliance with state and federal laws, including Fair Labor Standards Act, Family Medical Leave Act, Americans with Disabilities Act, Uniformed Services Employment and Reemployment Rights Act, Washington Family Care Act, Workers Compensation, etc.17. Understands, uses, and interprets for employees various collective bargaining agreements.Provide workforce analytics support for employment opportunity in talent management.
    • Establish institutional workforce planning metrics and approach
    • Collaborate with the VPHR on critical workforce planning trends and needs for the institution
    • Advise campus leaders on workforce strategies (i.e., training and development plans, succession plans, compensation, career paths, and recruiting strategies)
    • Monitor and assess institutional culture and leverage appropriate resources to proactively support employee engagement
    • Participate in recruiting initiatives and events
    • Research, develop and implement processes to measure the effectiveness of employment opportunity education, support, coaching and other interventions
    • Research and share employment opportunity related data, efforts, trends, and innovationsInterns/Volunteers
    • Supervises Interns in Human Resources
    • Develops programs for internship placement within EvCC.
    • Supervise on-boarding of all campus employees, faculty, staff, and volunteers, including conducting background checks, verifying employment eligibility, and conducting new employee orientationTraining/Professional Development
    • Creates and implements professional development programs, including a campus-wide training calendar for required trainings, support for new supervisors, etc.
    • Develops, promotes and provides training programs and workshops for staff

      Minimum Qualifications:
      Bachelors degree in Human Resources or a related field Five years of progressively responsible experience in Human Resources Five years of supervisory experience Current knowledge of state and federal employment laws and various interpretations and applications of the laws Experience independently providing accurate advice to managers and employees on a wide variety of human resources issues Professional level oral and written communication skills Proven experience in training adults; able to convey complex information in an understandable way to a variety of audiences in individual, small group and large group settings Demonstrated ability to incorporate technology in providing human resources services to staff Demonstrated ability to collaborate successfully with all work groups (classified staff, administrative staff, faculty) Strong attention to detail; able to consistently produce an accurate work product in a fast-paced environment with multiple interruptions under deadlines Proven cultural competency Successful experience promoting diversity in the workplace Evidence of sensitivity to and understanding of diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college staff and students
