Talent Management Manager manages the development, implementation, and administration of programs that evaluate, measure, enhance and improve employee performance. Utilizes assessments to evaluate and identify the current and emerging skills, competencies, and behaviors required to achieve desired organizational results and prepare for future needs. Being a Talent Management Manager leads the design of performance management strategies and processes that measure outcomes, identify areas for improvement, and align teams to organizational goals. Establishes cross-functional synergies that provide training and development resources needed to achieve workforce performance improvements. Additionally, Talent Management Manager champions a culture of objective setting and result measurement aligned to pay and rewards using tools, training, and communication. Requires a bachelor's degree. Typically reports to a head of a unit/department. The Talent Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Talent Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • The Manager, Talent Management aligns the strategic mission and vision of the University and HR with management and employees. The position formulates partnerships across the HR function to deliver value-added service to management and employees. The incumbent maintains an effective level of understanding about each unit's structure, purpose and plans in support of the overall mission, vision and strategic plan of the University. Responsible for the development and administration of employee relations at Webster University in support of other HR leadership and in collaboration with Webster's management and employee workforce. Oversees the HR lifecycle, including the areas of recruitment, retention, policy development, training, immigration and employee recognition.

    Uses sound judgment and discretion with management in matters regarding leadership, engagement, and managing a diverse workforce in a manner that represents Webster University. This includes the whole HR life cycle from recruitment, employment, onboarding, retention and exit.

    Evaluates employee allegations of unfair treatment, discrimination, hostile work environment, harassment, sexual harassment, retaliation, and personal dissatisfaction complaints in a professional, courteous, and timely manner. Coordinates with the Office of Civil Rights Compliance in support of investigation of complaints involving Title VII and Title IX.

    Provides management with advice concerning policy interpretation, and addresses employee concerns in a professional, courteous, and timely manner. Responds to and investigates all allegations of policy violations, including complaints involving the ADA, the ADEA, the FLSA, FMLA and wage and hour laws.

    Oversees the performance appraisal process and the systems supporting the process. Provides day-to-day performance management guidance to management (coaching, mentoring, career development, corrective action). Recommends to the CHRO and the operational leader and coordinates employee discipline and separations of employment while ensuring compliance with University policy, federal, state, and local law.

    Oversees the recruitment process supporting the business unit and overall University objectives. Fosters a process that supports the University's culture of diversity. Ensures effective systems and operational oversight through the offer and onboarding process.

    Develops an environment of accountability for performance in alignment with University strategic mission and vision through systems, tools and manager and employee training. Supports succession planning and evaluation.

    Collects, compiles and analyzes HR data, metrics and statistics.

    Represents University in Unemployment claims and hearings.

    Conducts and develops training for management and employees to support HR policies and work processes.

    Develops, revises and recommends Human Resources policies and procedures.

    Supports the immigration process for candidates onboarding and for employees requiring ongoing sponsorship up to and including establishing permanent residency.

    Develops and supports employee recognition efforts both through managers as well as at a University-wide level.

    Consistently makes sound decisions within the boundary of federal, state, local law, and University policy and maintains an up-to-date working knowledge of relevant laws.

    Quickly and accurately analyzes large quantities of information including employee statements, schedules, timecard records, progressive discipline and University policy to make appropriate and consistent employment recommendations.

    Develops, maintains and archives policy and other general HR information electronically and online. Supports distribution of targeted and broad-scale communications.

    Process invoices related to essential duties and performs effective budget management.

    Maintains the highest level of confidentiality in all matters.

    Minimum Qualifications
    Bachelor's degree in human resources, organizational development, management, psychology or closely related field. At least 5 years of related and progressively more complex experience in Human Resources including management responsibilities.

    Ability to communicate professionally and effectively in person, with groups and in writing with a wide range of individuals; strong listening skills.

    Excellent organizational skills with strong attention to detail.

    Demonstrated knowledge of principles and practices of human resources administration including knowledge of federal and state fair employment and labor law practices and regulations.

    Demonstrated team orientation and effective collaboration with groups. Experience managing both small and large-scale projects to completion.

    Ability to exercise critical human relations skills in establishing and maintaining effective working relations with a diverse group of individuals.

    Ability to operate in an environment with frequent interruptions, without constant supervision and direction and with the agility to "report" to a different "project manager" on changing activities. Ability to set priorities consistent with expectations and effectively escalate concerns and seek direction when needed.

    A strong track record of analytical skills and critical thinking.

    Above average software skills using Outlook, Word, Excel, and Power Point as well as scheduling software, communication software, and various website and forms creation software.

    Ability to maintain the highest level of sensitivity and confidentiality in all matters. Maintains composure in stressful situations with a high degree of excellent customer service.

    Regular and reliable attendance.
