Technical Specialist 2/Sr Technical Specialist

As an Engineering Technical Specialist II or Sr. Engineering Technical Specialist you will be responsible for supporting the Traceable, Verifiable, and Complete (TVC) Records review program to evaluate the Maximum Allowable Operation Pressures for natural gas and hazardous liquid carrying pipelines and their appurtenances to ensure compliance with Code of Federal Regulations Title 49, Parts 192 and 195. This position conducts analysis and evaluation of assets using asset management systems including the GIS, Oracle and Maximo. The position implements quality control processes using engineering theories and modeling to evaluate and support the designing, planning and validation work by Engineering and Operational teams. The position creates reporting processes to interact with various stakeholders to assist with project planning, budget management by providing GIS, Drawing and Records support.

• Support the verifiable and traceable documentation program used to establish Maximum Operating Pressures for regulatory compliance and annual reporting,
• Support project planning and remediation to address compliance needs,
• Evaluate and facilitate update needs for the GIS System,
• Lead the preparation of GIS data for evaluating MAOP requirements,
• Provide Management of Change support by creating processes to support class location and GIS changes,
• Evaluate remediation requirements associated with Maximum Allowable Operating Pressures and provide support for the implementation of recommendations,
• Evaluate, improve and create internal processes to support consolidation efforts associated with annual regulatory reporting and compliance support programs associated with Damage Prevention, Public Awareness, Pipeline Integrity, Engineering and Operations,
• Lead the development of metrics for quarterly reporting of mileage associated with TVC, GIS, Drawings & Records changes,
• Support data management systems’ migrations (GIS, Oracle and Maximo)

Technical Specialist 2

3 years of relevant experience and demonstrated competencies in applicable discipline.

Sr. Technical Specialist 

5 years of relevant experience and demonstrated competencies in applicable discipline.

In-depth knowledge of engineering principals, theories and practices.
Ability to apply knowledge, techniques, skills and modern tools of mathematics, science, engineering, and technology to solve broadly-defined engineering problems appropriate to the discipline.
Ability to design systems, components, or processes meeting specified needs for broadly-defined engineering problems appropriate to the discipline.
Strong oral, written and graphical communication skills including technical writing; ability to identify and use appropriate technical literature.
Ability to conduct standard tests, measurements and experiments. Ability to analyze and interpret the results to improve processes.
Ability to function effectively independently and as a member on a technical team.
Excellent organization and project management skills.
Excellent personal computer skills including knowledge of applicable software programs.

Education
Bachelor (Typically four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)

Preferred Degree
Biology, Chemistry, Computer Engineering, Engineering, Engineering Technology, Mathematics, or Physics.
