    The Technical Training and Development team is looking to hire a Manager of Technical Training to lead instructional staff and manage the technical training programs supporting the various departments in the Infrastructure organization at Metro. The ideal candidate would have experience in implementing adult-learning practices and instructional design methodologies, executing technical apprentice programs, and leading diverse and inclusive teams to achieve organizational goals.

    Technical Training is one of five training verticals under Technical Training and Development, and it provides apprentice career pathways and skills training for Track and Structures, Facilities, Communications and Signaling, Power, Elevator and Escalator, and Supply Chain Management. This position collaborates with multiple levels of Metro leadership and leads a team of approximately 20 Training Supervisors and Instructors to create and implement comprehensive technical and professional development training programs to meet Metro’s operating and maintenance needs. This position is also accountable for the success of Technical Skills Programs, including the guidance of current apprentices as well as the process of recruiting and onboarding new apprentices to meet Metro’s needs.

    MINIMUM QUALIFICATIONS

    Education

    • Graduation from an accredited college or university with a Bachelor’s degree in Education,

    Instructional Design, Maintenance, Engineering, or a related field

      • In lieu of a Bachelor’s degree, four (4) years of training program development experience maybe considered

    Experience

    • A minimum of five (5) years of experience developing and/or delivering maintenance, engineering, or technical training which must include at least two (2) years supervising mechanical workforces.

    Certification/Licensure

    • A valid Driver’s License

    SUMMARY

    The Manager, Technical Skills Training is responsible for the establishment, management, execution, and continuous improvement of technical skills training programs supporting Infrastructure organizations at WMATA. This includes but is not limited to training programs focused on Track and Structures, Facilities, Communications and Signaling, Power, Elevator and Escalator, and Supply Chain Management.This leader enforces WMATA’s rules, regulations, policies, and procedures, establishes and/or introduces innovative training standards/methods for new and existing Infrastructure employees to improve key performance indicators (KPIs) and workload measures to the standards of the assigned department

    ESSENTIAL FUNCTIONS

    • Manages a staff of supervisors and technical instructors assigned to develop and implement comprehensive training programs for initial qualification and continual training of Infrastructure personnel at WMATA, covering aspects of Elevator & Escalator, Facilities Maintenance, Track & Structures Maintenance, Communications & Signaling, and associated apprentice programs.
    • Implements and manages a systematic approach to training and development to ensure the effectiveness of training programs provided. This includes performing needs analyses, skills gap assessments, and training evaluations to verify quality and effectiveness of training programs.
    • Collaborates with internal and client department leadership for continuous improvement of training development and delivery. This includes identifying training needs, directing curriculum development and improvement, providing pathways for skill improvement of instructional staff, and recommending alternative vendors/external education resources.
    • Establishes and manages comprehensive technical skills training programs based on adult-learning and instructional design best practices, incorporating innovative and effective techniques, to ensure engagement of a diverse workforce and effective delivery of intended training objectives.
    • Monitors findings from internal and external audits to ensure that required changes are updated into instructional programs, policies, and procedures. Operates as training expert and/or point of contact in Corrective Action Plan workshops and communications.
    • Oversees the development and implementation of training manuals and curricula, evaluation procedures, test instruments, simulators, mock-ups, and training media. Ensures that current modifications and new equipment are incorporated into all instructional programs.
    • Oversees the direct supervision of Technical Skills Programs; ensures that current, accurate and complete records exist for each apprentice/trainee showing their attendance, work experience, related instruction and progress.
    • Provides review and approval of contractor training programs including development of instructional specifications, review and approval of deliverables, scheduling, coordinating, and monitoring of training.
    • Supervises staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
    • Develops, administers, and implements effective employee selection/promotional examinations, reviews promotional eligibility standards, and supervises the transfer/promotion of operations and infrastructure employees, ensuring compliance with Federal regulations, guidelines and WMATA policy.
    • Provides quarterly status reports which include budget, goals, activities, accomplishments, and projections. Forecasts and recommends long-term instructional and documentation program budgets and resource requirements.
