Technical Training Manager leads the design and delivery of technical training programs. Determines training objectives by conducting analysis of overall needs and specific skill or knowledge gaps. Being a Technical Training Manager manages the development of training programs and materials including outlines, text, handouts, hands on exercises, and training evaluations. Establishes processes to monitor results and collect feedback on training instructors to determine effectiveness and identify areas for improvement. Additionally, Technical Training Manager assesses and manages any contractors utilized to deliver specialized training. May manage IT, product, or equipment training depending on the industry and setting. Requires a bachelor's degree. Typically reports to an director. The Technical Training Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Technical Training Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     As a Training Specialist (Technical Surveillance Expert), you will have the following duties:

    Provides training instructions for multiple different intelligence courses/disciplines. Continental United States (CONUS) and overseas training may be required through Mobile Training Teams for U.S. and foreign partners, as dictated by the client.

    • Must demonstrate satisfactory proficiency for all tasks and sub-tasks on which students in their respective course will be evaluated.
    • Must apply advanced instructional methods and adult learning models to training during platform instruction, small group instruction, individual instruction, mentorship, and coaching.
    • Will provide research support to students during performance-based practical exercise planning and preparation time.



    As a Technical Specialist (Technical Surveillance Expert), you will need the following requirements:

    • Completion of one of the following HUMINT certification/training courses (AFCIOC, OTC, DATC).
    • 12 years experience may substitute for degree requirement.
    • Extensive operational experience conducting and/or supporting sensitive, high-risk Counterintelligence or HUMINT missions in an overseas environment characterized by Ubiquitous Technical Surveillance.
    • Six years’ field experience conducting and/or supporting full-spectrum HUMINT collection or Offensive Counterintelligence operations in a variety of operating environments through multiple CONUS and overseas operational assignments.
    • Experience communicating with all levels of management across a wide range of instructional and technical issues.
    • Experience with enterprise-wide collaboration across a wide range of instructional and technical issues.
    • Expert knowledge of the US Intelligence Community organization, structure, missions, and functions.
    • Familiarity with the Defense HUMINT Enterprise organization, structure, missions, and functions.

    Competencies:

    • Technical: Fully understand the intelligence discipline in which the assigned position is supporting.
    • Communication: Ability to effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization.
