Construction Manager opportunity to support our customer at the
WIPP Facility outside of
Carlsbad, NM.

Work location is on-site at WIPP
The Waste Isolation Pilot Plant (WIPP) is the nation’s only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds.
The successful candidate will be assigned to the Construction functional group in a managerial capacity. Responsible for the successful completion of activities related to the construction of assigned projects. Participates in the formulation of construction policies. Formulates and directs implementation of construction policies and programs for assigned projects. Ensures the overall administration and technical direction, coordination, and direct line responsibilities both in the field construction and office construction related activities.
Essential Job Duties:
- Coordinates with the client, project management and project services in setting up required reporting procedures and formats for client and SIMCO management needs.
- Functionally responsible to the responsible construction company president and Manager of Construction for all construction operations within assigned area of responsibility and for the overall planning and organization of the construction effort on assigned projects.
- Reviews construction estimates, budgets, forecasts, schedules and costs for acceptability. Reviews certain specifications and drawings for economic constructability.
- Participates in the resolution of major problems such as labor disputes, manpower staffing, material delivery and contract/subcontract administration.
- Coordinates with the project managers, design engineers, procurement, project controls and other functional departments in setting and maintaining priorities to ensure the success of the project. Participates in the project assessment and review process.
- Identifies issues and significant project events to the Manager of Construction as required to ensure the success of the project.
- Provides counseling and guidance to site construction managers and project superintendents.
- Participates in the review and/or development of functional operations and controls such as site specific procedures.
- Approves the site organization plan.
- Staffs and recruits construction employees and provides guidance concerning personnel policies relating to salary, annual performance reviews, employee development and other requirements.
- Ensures the appropriate field procedures are in place and being implemented with an emphasis on the application of the environmental, safety and health policies.
- Reviews and approves preliminary estimates and project schedules as required and participates in the engineering and construction review meetings and in management review meetings.
- Participates in proposal preparation, project planning, and scheduling by furnishing expertise on construction methods and equipment, labor productivity guidelines, and estimates of distributable expenses and labor wage rates.
- Implements Six Sigma tools, analysis and decision making in the execution of duties.
- Monitors performance against budget, evaluates construction progress to schedule and identifies deviations from the construction plan for assigned projects.
- Guides and supports construction project execution efforts with guidance and expertise in various construction areas including craft resources, craft utilization, personnel planning and tool/equipment usage.
Position Expectations:
- Thorough knowledge of all phases of construction operations relating to field activities, field engineering disciplines, construction technologies and project management.
- Extensive understanding of government compliance standards.
- Familiarity with National Codes and Standards as they relate to construction.
- Thorough knowledge of BSAP and utilization of field automation tools.
- Thorough knowledge of Standard Work Process Procedures (SWPP).
- Knowledge of the Six Sigma program and the IMAIC process (Identify, Measure, Analyze, Improve, Control).
- Recognition as a leader in the industry with a proven track record of successful management of construction projects.
Exempt Salary Grade (32-36)

- Bachelor’s degree with nine (9) years of related experience or
- Associates degree with thirteen (13) years of related work experience or
- High School Diploma or Equivalency with seventeen (17) years of related work experience.

Preferred Qualifications:
- Experience with Bechtel processes.
- Degrees in scientific or engineering fields.
