    This position supervises approximately 15 elevator inspectors in an assigned geographic area and oversees the day-to-day operation of its elevator field inspection activities. This position is responsible for the implementation of policies and procedures in the Elevator Program. It is accountable for the assignments to, performance of, and quality of their assigned elevator inspectors’ work. 

     

    This position must maintain effective and accurate communication between all program staff and customers. This position reports to the Elevator Program Operations Manager.

    Some of what you will do:
     

    • Supervise approximately 15 Elevator Inspectors located in various service locations within a geographical area. Assists with difficult or complex conveyance inspections; monitors and resolves inspection problem areas and acts as a liaison between field services inspection staff and the central office technical specialists and Chief. Oversees or handles politically sensitive or hazardous inspections, working to resolve problems arising between contractors, building owners, workers and the department.
      1. Responsible for the administration, planning, supervision, integrity, and quality of inspection activities to ensure the uniform application of and minimum adherence to applicable current and newly adopted policies, procedures, regulations, codes, rules, and laws.
      2. Issues and monitors equipment and supplies assigned to staff.
      3. Ensures that inspectors are consistent and uniform with established goals, policies, and procedures to meet performance criteria.
      4. Sets expectations/goals for staff and holds them accountable for meeting their individual goals. Reviews and evaluates inspection activities, reports, and penalties for completeness and accuracy.
      5. Provides training for new employees, including how to inspect conveyances in the field, scheduling inspections, inputting of inspection reports, completing and submitting reports to central office, etc.
      6. Conducts accompanied field visits and ride-a-longs as needed. Observes field inspection activities of inspectors and coordinates with Chief Elevator Inspector, Operations Manager, and central office to ensure consistency, accountability, communication, efficiency, and productivity.
      7. Conducts annual performance appraisals and midyear progress reviews.
      8. Provides coaching and feedback, including corrective action as needed.
      9. Attends regular meetings to ensure statewide consistency in the application of policies and procedures.
      10. When necessary, assists inspectors to investigate accidents, customer and citizen complaints, and performing inspections requiring more than one inspector.
      11. Along with the Chief Elevator Inspector, Operations Manager, Technical Specialists, and central office, develops training plans and ensures staff receives the required and continued training needed to perform their job.
      12. Along with the Chief Elevator Inspector, Operations Manager, Technical Specialist, and central office staff, plans and conducts training on policy, procedure, program direction and methodology. Maintains a high level of professional and technical knowledge and skills by attending appropriate professional/technical elevator and supervisory training courses.
      13. Plans for future program needs based upon forecast of workloads.
      14. Assists the Chief Elevator Inspector, Operations Manager and central office to develop, justify, and secure approval for budget appropriate to support and provide delivery of elevator inspection services as needed.
      15. Analyzes and modifies expenditures and budgeted allocations to ensure program cost control is in adherence to program planning decisions.
      16. Interviews and recommends prospective staff for hiring.
    • Customer/Inspector Liaison
      1. Interacts with unions, local government, industry, elected representatives, and the general public to provide education and information about the program and to respond to questions and concerns as needed.
      2. Responds to and resolves problems, issues, and complaints from staff, customers, and other stakeholders.
      3. Ensures inspectors communicate their schedules with the appropriate building contact.

    Required:

    A high school diploma or equivalent and two years of experience supervising multiple staff. 

    AND

    Four years of experience as an Elevator Inspector 1 or higher, or four years journey-level trades experience in mechanical, electrical, hydraulic or other related fields.

    AND

    Four years of journey level experience as an elevator mechanic as certified by CEIEP, NEIEP, or NAEC.

    Must have a valid, unrestricted driver’s license.
     

    Desired:

    • Knowledge of ANSI/ASME Safety Codes for elevators and Escalators, RCW’s, WAC’s, Uniform Building Codes *U.B.C.), National Electrical Codes (N.E.C. 620), National Fire Protection Agency Codes (N.F.P.A.) and current interpretations, standard practices, methods, materials, tools and equipment in the elevator trade; industry hazard and safety precautions; layout and operation of elevators.
    • Ability to read and coordinate work of assigned elevator inspectors; read and interpret plans and blueprints of elevator installations; interpret and apply elevator codes; meet and deal effectively with people; prepare clear, concise reports.
    • Have worked with code language and standards.
    • Have worked on complex mechanical and electrical devices.
    • QEI (Qualified Elevator Inspector) Certification.

    For this position, telework is permitted full time. The assigned duty station for this position may be in any of our service locations in Washington. This position works mainly from home with a workspace in a designated service location. May be required to work outdoors in varying weather conditions.
