Information Technology (IT) Security Analyst I, II, Senior

  • The Position 
    The Turlock Irrigation District is currently looking for qualified candidates to assume the role of IT Security Analyst I, II or Senior and become a valuable member of our IT security team. By joining our team, you will play a crucial role in the development, implementation, and maintenance of cybersecurity programs. Your efforts will contribute to ensuring compliance while reducing cyber risk to ensure the delivery of dependable water and electric services to the communities we serve.
     
    Desired Candidates Qualifications
    Candidates with prior experience in Payment Card Industry Data Security Standard (PCI DSS) or North American Electric Reliability Corporations (NERC) Critical Infrastructure Protection (CIP) standards. 

    Candidates with prior experience in configuring and/or monitoring IT security hardware/software such as firewalls, Intrusion Detection Systems (IDS), Intrusion Prevention Systems (IPS) and anti-virus software.
     
    Candidates who can effectively communicate cyber risk, both verbally and in writing, to technical and non-technical staff.
     
    Candidates who have conducted Cybersecurity Incident Response exercises and disaster recovery plans.

    JOB SUMMARY
    Under general direction from the Information Technology Services Department Manager, to provide technical and programmatic support for District information technology systems, cyber security solutions/services, and associated governance (e.g. District policy and procedures). All levels of Information Technology Security Analyst provide cyber systems end-user security support; define system requirements; perform functional and/or technical data and network security analysis and design, system configuration and/or scripting and solution integration; plan and execute testing for security solutions and enhancements; and ensure functional and/or technical integration with various District systems and business processes. This person will also analyze and resolve security breaches and vulnerability issues in a timely and accurate fashion, and conduct user activity audits where required.
     
    DISTINGUISHING CHARACTERISTICS
     
    IT Security Analyst I is the entry-level class in the IT Security Analyst series. IT Security Analyst I are assigned to work on projects under guidance of experienced Security Analyst. Positions assigned to this class will usually perform daily security system administration. This position is not expected to function at the same skill level and usually exercise less independent direction and decision making.
     
    IT Security Analyst II is the professional level class in the IT Security Analyst series. Positions assigned to this classification are distinguished from the IT Security Analyst by having responsibility for projects in their functional area. In addition, positions assigned to this class have responsibility for security hardware & software procurements and IT planning, development and design. This position will also provide input and recommendations to new security policies or revisions.
     
    Senior IT Security Analyst is the advanced professional class in the IT Security Analyst series. Positions assigned to this classification are distinguished from the IT Security Analyst classification by the performance of complex security analysis in addition to cyber forensics experience. In addition, positions assigned to this class have responsibility for projects in their functional area. Develop, implement, maintain, and oversee enforcement of policies, procedures and associated plans for system security administration and user system access based on industry-standard best practices. Also, in some cases, these individuals may assume a leadership role and direct the work of other I/T staff. 
    DUTIES AND RESPONSIBILITIES
    Review and create audit reports on user and system activities.
     
    Recommend security measures to reduce and mitigate risk.
     
    Actively probe the network for new threats and risks.
     
    Evaluate Internet security alerts for possible application to any District information system.
     
    Working closely with networking and applications staff to deploy, manage and maintain all security systems and their corresponding or associated software, including firewalls, intrusion detection systems, cryptography systems, and anti-virus software.
     
    Working closely with networking and applications staff to ensure the integrity and confidentiality of information residing in corporate databases, workstations, servers, and other systems.
     
    Create and deliver the necessary training materials and classes for internal users, software developers, and system administrators.
     
    Provide information and recommendations for the development of District Security policies.
     
    Participate in the planning and implementation of disaster recovery plans.
     
    Evaluate and recommend security applications and systems.
     
    Review and monitor logs kept by computer and network access control systems to detect attempts at unauthorized use, update evidentiary records per procedures, and appropriately informs and escalates matters for resolution. 
     
    Competently develops (e.g. scripting) and uses automated mechanisms to help streamline the analysis of security related activities to discover patterns and evidence of problems.
    Preserve all records indicating changes made to access control lists to facilitate investigations, disciplinary actions, and prosecutions as required.
     
    Must satisfy any existing and future District security clearance or background check requirements for position duties
     
    Comply with all District rules, regulations, policies and procedures.
     
    Perform other related duties as required or assigned by supervisor.
     
    All levels of the IT Security Analyst series are required to provide 24/7 support as assigned.
    QUALIFICATIONS
    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge andabilities would be:
     
    Education
    Usually exhibited by a person with a Bachelor’s degree in computer information systems, computer science or related field is preferred.
     
    Experience

    IT Security Analyst I
    None required. Relevant experience in system and network administration highly desirable with an emphasis in network security.

    IT Security Analyst II
    Usually exhibited by a person with four (4) or more years of experience at the IT Security Analyst level in relationship to systems, network and user security administration. Position in the class will have experience with systems analysis, systems integration, performance and security log analysis.

    Senior IT Security Analyst
    Usually exhibited by a person with six (6) or more years of experience at the IT Security Analyst level in relationship to systems and network security administration. Position in this class will have experience with security administration, policy development, strategic planning, systems analysis, systems integration, security log analysis, computer forensics and monitoring.

    Technical and Analytical
    Knowledge of: systems analysis, programming and testing proceduresutilizing District standard computing platforms; an understanding of various methods, practices and principles involved in maintaining an effective and secure hardware and software platform; the ability to work on multiple tasks concurrently; analyze and resolve Information Technology Services systems and security problems; and properly interpret various situations in accordance with existing laws, rules, regulations and policies.

    Administration and Operations
    Knowledge of operation and care of general-purpose computer equipment; and principles of project management. Ability to work with a volatile workload and to work well under pressure; maintain work quality while meeting reasonable deadlines; refine organizational skills and work independently; and direct the work of internal and external project team members as part of project management responsibility.
    Necessary Special Requirements - (For All Levels)
    Possession of an appropriate California driver’s license.
     
    Must file a Statement of Economic Interest in compliance with Governmental Code Section 8100.
