    As an Operation Research Analyst at the Coast Guard Research and Development Center (RDC), you will serve as a key member of project teams that have an ultimate goal of helping the Coast Guard improve its effectiveness and efficiency through the introduction of innovative technologies, tools, methods, and concepts of operations.

    Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

    • Providing guidance and technical expertise to program managers or program coordinators for a specific scientific program.
    • Developing and evaluating new research opportunities.
    • Consulting with management and planning personnel in preparing requirements and criteria for complex or high value analysis projects.
    • Preparing reports and recommendations that reflect significant findings and solutions to important and unusual problems.
    • Planning, developing, reviewing, evaluating, and directly participating in the establishment and implementation of specific projects and objectives.
    • Performing comprehensive research studies for substantive program initiatives.
    • Evaluating various technologies for efficacy within the context of Coast Guard operations, doctrine, and affordability.

    • Carrying out all phases of an identifiable area of research and based on the results of research activities, developing new concepts, techniques, materials, or products and reporting on results.

    Qualifications

    Qualifications:

    Basic Requirements:

    Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

    Evaluation of Education:

    The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.

    Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science

    ADDITIONAL REQUIREMENTS AT THE GS-13 LEVEL: Applicants must have at least one year of specialized experience equivalent to a GS-12 in the federal service. Specialized experience includes: Contributing to the development of substantive recommendations to improve agency program operations and management systems; Determining tradeoff relationships between system operating costs & level of performance; Analyzing the value of new technologies and identifying the most fruitful approaches for understanding costly and high risk developmental efforts; Conducting simulation experiments, analyzing results, and preparing appropriate technical reports; and Participating in the execution of broad-based analytical studies.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
