    About the division:

    This position is located within the Health Care Authority’s Financial Services Division (FSD), which in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs. In addition, FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations. 

     

    About the position:
    This Health Care Rates and Finance Analyst (WMS2/FS) provides advanced level technical analysis, advice, and recommendations to management decision makers, including the HCA Chief Financial Officer and agency executive management. The incumbent’s work directly affects the management of the HCA PEBB budget of approximately $4 billion per biennium, as well as the HCA SEBB budget anticipated to be approximately $4 billion per biennium. This position is responsible for developing and monitoring key components of the PEBB and SEBB administrative and benefits budgets, the HCA’s administrative budget, agency budget requests, allotment processes, fiscal notes, and 
    financial analyses, in a manner that ensures the processes undertaken and content of all deliverables meet the HCA and Office of Financial Management (OFM) requirements and guidelines. This position is responsible for identifying and analyzing financial variances and communicating them in an accurate, timely fashion to all parties as appropriate, to include program managers, HCA executive management, and OFM. This position is responsible for developing financial models, projections, and strategies to ensure sound financial management and operations of PEBB and SEBB programs and services. This work includes fiscal impact analysis and requires detailed knowledge and understanding of multiple program areas from the business, legislative, regulatory,

    budget, and technical perspectives.

     

    This position is eligible to telework but may be required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

     


    Some of what you will do:

    • Perform and provide complex analysis and financial modeling for decision packages under consideration by the HCA director, Chief Financial Officer, OFM, and legislature that outline issues with current funding and/or initiate policy proposals to address anticipated future fiscal needs.
    • Create financial models and determine the fiscal impacts of legislative, policy, or rulemaking proposals put forth by the HCA or state or federal legislative bodies related to the PEBB Program and the SEBB Program, including alternative scenarios if appropriate.
    • Lead the development of modeling and strategies for sound fiscal projections to ensure adequate funding for agency programs.
    • Annual development, updating, and reconciliation of financial models and data used for budgeting and fiscal notes, involving PEBB and SEBB funds.
    • Develop and review fiscal notes, bill analyses, and budget versions during the legislative session as needed.
    • Work with internal and external stakeholders to develop, revise, and maintain the PEBB and SEBB Hepatitis C medication models as appropriate, including implementing updates to assumptions and historical expenditures, and/or running multiple future scenarios for decision makers.
    • Develop fiscal projections/impact analyses and related models in support of effective fiscal management of, and adequate funding for, agency programs; present analyses to HCA decision makers and other stakeholders; document development process, including assumptions, data sources, etc.
    • Monitor and analyze agency expenditures, including comparisons to relevant budgets, forecasts, and projections. Monitor and report on the status of PEBB and SEBB accounts/funds.
    • Provide fiscal expertise and develop fiscal processes and estimates related to new federal grants, studies, projects, and waivers.
    • Develop, review, and finalize fiscal analyses in response to internal and external requests regarding the HCA’s budget, fiscal status, and program financial performance.

     

    Required qualifications:

    • Master’s degree in public administration or related field, AND two (2) years of professional experience working with large, complex financial systems/information is required. 

    OR

    • Bachelor’s degree in public administration or related field, AND three (3) years of professional experience working with large, complex financial systems/information is required. 

     

    • Experience within the State or other government entity is strongly preferred.

     

    Note: An individual without a bachelor’s degree can meet the required education and experience qualifications by having at least seven years of relevant professional experience – four years to meet the educational requirement plus three years to meet the experience requirement.

     

    Required competencies:

    Analytic & Technical Skills

    • Expert/advanced level skill with Microsoft Excel and working knowledge of designing complex modeling, structuring ad-hoc data for use in pivot tables and composing nested formulas.
    • Ability to creatively use resources to create and document work processes and analytical tools.
    • Working knowledge of analytical query protocols/software such as SQL.
    • Ability to analyze data, identify data needs, develop problem solving strategies, support ideas using data as evidence, develop goals and priorities, and establish benchmarks.
    • Ability to analyze and research the differences between budgeted and forecasted expenditures and actual expenditures and effectively communicate the reason for the differences.
    • Analytical skills for financial research and modeling in complex multi-system environment.

     

    Communication Skills

    • Effective verbal and written communication skills, including the ability to translate complex financial/analytical information for non-financial/analytical audiences.
    • Experience communicating with an array of audiences, ranging from staff with little financial background to elected government officials and federal auditors.
    • Ability to coordinate and build consensus among internal/external stakeholders toward the development of departmental and legislative initiatives.
    • Ability to develop and review complex written materials and provide detailed policy analysis. 


    Preferred qualifications:

    Analytic & Technical Experience and Skills

    • Two (2) or more years of experience querying data through programs such as SQL.
    • Four (4) or more years of experience in the development of financial modeling.
    • Seven (7) years of experience working in the financial field.

     

    Government Experience

    • Experience working with the Washington State Agency Financial Reporting System (AFRS) data.
    • Experience contributing to decision packages and fiscal notes.
    • Knowledge of protocols/processes of the executive/legislative branches of state government.
    • Experience with the Washington State Budget Development System (BDS).
    • Experience working with the federal government.
