    Salary:  $175,000 - $195,000/year, commensurate with experience
    Job Type:  Full-Time
    Location:  Requires CA residency and on-site work in Redwood City, CA 1x/week.  Employees will be expected to travel to attend in-person meetings on a monthly to quarterly basis at the Peninsula Clean Energy office in Redwood City, CA. This position will also require periodic in-person site visits with projects located within San Mateo County.

    Peninsula Clean Energy is the community choice energy program (known as a “CCA”) for San Mateo County and portions of Merced County.  Our customer base includes approximately 310k accounts, serving a population of 800k, with a total electrical load of almost 4 million megawatt-hours.  Our mission is to reduce greenhouse gas emissions by expanding access to sustainable and affordable energy solutions.  


    JOB DESCRIPTION

    This is a new position on the Finance Team.  The Strategic Analysis and Rates Senior Manager works under the direction of the Chief Financial Officer and is responsible for the development of and execution of PCE’s rate setting initiatives and manages rate design and implementation.  This (new) position is responsible for coordinating the internal and external information necessary to develop rates and tariffsStrong candidates will have significant rate design experience, knowledge of energy products, familiarity with rate structures, an understanding of utility rules and experience working in the energy industry. 


    In addition to all rate setting responsibilities, the Strategic Analysis and Rates Senior Manager also leads the analysis and possible implementation of key PCE strategic projects and initiatives and makes informed, data driven and recommendations to the management team and Board of Directors on the initiatives that have financial impacts on the organization. 


    Duties and Responsibilities: 

    • Lead the financial analysis and implementation of key PCE strategic initiatives, including execution of a possible Prepay bond transaction 
    • Lead PCE’s rate setting efforts, which includes designing options for rates that seek to recover PCE’s costs, recommending the appropriate rate design for various customer classes and pricing products to PCE’s Board of Directors, and coordinating with internal and external stakeholders to implement rates into PCE’s billing systems.  
    • Support the budgeting process by providing inputs for revenue forecasting scenario analysis and financial modeling.  
    • Analyze and develop rate recommendations to support the development of innovative customer programs related to rate design.  
    • Participate in regulatory proceedings on behalf of PCE and evaluate proposed regulatory policies at the CPUC and other state agencies to assess the impact on PCE and its customers; develop technical analysis, written reports, and presentation materials to support PCE’s positions. 
    • Provide impact analysis of pending utility, regulatory, and/or legislative policies, developing technical analysis on rate-setting and structure, on financing programs and making informed, data driven and strategic recommendations to the management team. 
    • Review and draft comments, proposals, and testimony as needed; provide technical and/or analytic input on regulatory matters; provide input into regulatory and legislative policy at the state and local levels. 
    • Represent PCE before the CPUC or other regulatory agencies in ratemaking or rulemaking proceedings, including as a witness and/or key technical advisor. 
    • Prepare, deliver, and present reports and presentations to management and PCE’s Board of Directors and Board Committees as needed 

     

    QUALIFICATIONS  

    The ideal candidate has:

     

    Education and Experience: 

    • A bachelor's degree in finance, business, economics, statistics, engineering or other relevant fields. 
    • At least twelve (12) years of progressively responsible and relevant work experience, to include at least seven (7) years in energy or in a closely related field in an analytical, regulatory, strategy, or related business function.  

     

    Knowledge and Understanding: 

    • Utility and the CCA industry; 
    • Rate design and the CPUC ratemaking process; 
    • Utility billing systems processes and constraints; 
    • Power Charge Indifference Adjustment (PCIA) and its implications for CCA ratemaking; 
    • Public agency processes both for internal and external engagement purposes; 
    • Proficient quantitative skills, including expertise with Microsoft Office (Excel, Word, PowerPoint); 
    • Best practices for program and project management. 

     

    Ability to: 

    • Develop data models related to rate structures, rate design scenarios, and fiscal impact modeling; 
    • Provide concise analysis and guidance on complex utility and regulatory initiatives; 
    • Be a subject-matter expert and lead on certain CCA programs; 
    • Exercise sound judgment, creative problem solving, and commercial awareness; 
    • Apply strong task prioritization, analytical and problem-solving skills; 
    • Manage projects and time efficiently with a high level of attention to detail and strong organizational skills; 
    • Develop high-quality writing, research and communication work products; 
    • Interact professionally and effectively with counterparties, consultants, PCE staff, and the Board of Directors; 
    • Manage multiple priorities and quickly adapt to changing priorities in a fast-paced dynamic environment; 
    • Demonstrate good judgement and integrity; 
    • Understand new concepts, tackle hard problems, and ask hard questions via intrinsic curiosity and motivation; 
    • Be a team player. 

     

    Supervisory Responsibilities 
    No direct supervisory role anticipated at this time, but this could change as PCE grows over time.  The incumbent will be expected to provide some guidance, mentorship, and training to more junior staff as appropriate.
