    QUALIFICATION REQUIREMENTS: Applicants must attach to their application individual responses addressing each requirement separately.

    (1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)

    (2) Must submit to and successfully pass a State background check (criminal background investigation) and periodic reinvestigations as required by the agency. (At a minimum, a favorable suitability determination by the State Security Manager is required prior to appointment into this position.)

    (3) Must be able and willing to operate the following vehicles/equipment: four-wheel drive vehicles, snowmobiles and other off-road vehicles and equipment.

    (4) Must be willing to travel by all modes of transportation and stay overnight at destinations for moderate periods.

    Knowledge, Skills and Abilities (KSAs)
    Applicants must have 12-months of specialized experience performing related to the duties as specified below. In your detailed, individualized responses describe your civilian and military education, training, and work experience as it relates to each KSA that demonstrated your related experience. KSA responses assist in verifying your qualifications and determining the best-qualified applicants.


    Provide your individual responses in an attachment to your application addressing each requirement (1-8) separately.

    (1) Knowledge of basic computer operation using a CMMS (Computer Maintenance Management System), and skill in using common computer software applications (e-mail, word processing, and spreadsheets). Familiarization with Manufacturer’s diagnostic and troubleshooting products and a wide variety of special use products.

    (2) Must have a thorough knowledge of safety practices as related to Radio Frequency (RF) systems and general electronic equipment.

    (3) Must possess knowledge of basic electronics, and basic knowledge of electrical wiring principals.

    (4) The ability to work with hand tools as related to electronic and Radio Frequency (RF) equipment repair.

    (5) Skill and ability to troubleshoot and repair complex radio, computer, and electronic equipment both in-shop and in-field.

    (6) Ability to safely use material handling equipment such as hand trucks and forklifts.

    (7) Ability to communicate effectively with people, and to properly operate communication devices to include cell phones, hand radios, scanners, multi-line telephones and multifunction printers.

    (8) Skill and ability to set up, read and work with complex test equipment including, but not limited to: service monitors, Digital Multimeters (DMM), and Radio Frequency (RF) watt meters.

    INTRODUCTION: These positions are assigned to Public Safety Communications (PSC), Communications and Information Technology Services Office, functioning within the State of Idaho - Military Division. The purpose of these positions are to assist in the installation, operation, and maintenance of sophisticated electronic telecommunications equipment of the Public Safety Communications programs and projects which includes the statewide microwave system, state agencies land mobile radio systems, radio repeaters, base stations, mobile and portable radios, emergency vehicles, dispatch console systems, telephone systems, data systems, networking and computer systems.

    DUTIES AND RESPONSIBILITIES:

    1. Under direction of a more senior employee, responsible for the installation, operation and maintenance of various telecommunications equipment and systems managed by Public Safety Communications. Uses hand tools for vehicle installations; solders and de-solders properly; installs electronic equipment in vehicles to include radios, sirens, emergency lighting, weapon retention systems, protective data systems and computer networks. Tests and identifies problems; troubleshoots and corrects wiring problems. Assists in installing alternative power systems; runs power and communications cables and connects battery equipment. Performs ongoing and emergency maintenance to State agency fleet vehicles where applicable. Operates a personal computer (PC) for programming and testing of electronics equipment, operating MCM, Microsoft Office and specialized programs as trained.

    2. Ensures that those state agencies, departments, and programs engaged in providing public safety response services have adequate and effective radio communications services. Assures that the projects initiated to provide and enhance public safety communications are carried out and completed in compliance with applicable laws, rules and regulations of the State of Idaho and the United States of America.

    3. Works to maintain a strong communications program. Through the Public Safety Communications State Program, sees that communications projects and other maintenance and installation needs are properly executed and ensures the orders and directions of supervisors and managers are properly carried out.

    4. Promotes a respectful workplace that complies with policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times. Maintains a safe and drug/alcohol free workplace.

    5. Performs other related duties and projects as necessary or assigned.


    SUPERVISORY CONTROLS: Work is performed under the general supervision of the Shop Supervisor. Work may be performed independently or in partnership with the District Telecommunications Technicians. Incumbent must display initiative, tact and good judgment.

    PERSONAL WORK CONTACTS: The incumbent's contacts are with Idaho Military Division (IMD), Idaho National Guard staff; city, county, state and federal employees; communications technicians from various public and private agencies, companies and organizations; and other parties as directed by supervisors and managers.

    WORK CONDITIONS/ PHYSICAL EFFORT: The majority of the work will be performed both indoors and outdoors in all types of weather. Work will require standing, stooping, reaching, climbing, kneeling, and occasional lifting of items more than 50 pounds. Occasional operation of fleet vehicles, four-wheel drive vehicles and forklifts may be required.
