Telecommunications Director is responsible for the strategic planning and design of an organization's telecommunications systems. Develops policies and procedures for installing and maintaining telecommunications equipment. Being a Telecommunications Director plans and manages complex installation or repair projects. Assesses current and future telecommunications needs and researches and plans improvements to meet those requirements. Additionally, Telecommunications Director trains and develops staff. May require a bachelor's degree. Typically reports to a director. The Telecommunications Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Telecommunications Director typically requires 3+ years of managerial experience.   • Job Summary

    Constructs, installs, operates, programs, monitors, repairs, and maintains the organization’s telecommunications systems and equipment. Assesses telecommunication needs, and provides technical support for network design activities. Assists in designing and developing the organization’s telecommunications systems. Provides customer training of the telecommunications features and functionality. May perform feasibility studies for small projects. Responsible for the basic upkeep, configuration, and reliable operations of microprocessor-based computing systems, printers, and peripherals. Demonstrates an advanced understanding of and meets the service level agreements of the organization. Demonstrates a basic understanding and adheres to departmental processes for change control. Maintains a level of cybersecurity knowledge sufficient to securely accomplish their job duties.

    Responsibilities

    1. Works under minimal supervision. Relies on experience and judgment to plan and accomplish assigned tasks. May be designated as a “lead” worker. May periodically assist in orienting and training lower level employees. May check the work of lower level employees. 2. Duties and tasks reflect substantial variety and complexity. Serves as a resource to others in the resolution of complex problems and issues. Performs some advanced technical work as part of training and development. 3. Performs phone switch administration. 4. Under minimal supervision, utilizes the current service management solution to work incident and service request tickets in accordance with agreed-upon SLAs throughout the ticket lifecycle. 5. Demonstrates a senior-level understanding of LAN/WAN topologies, QoS standards, protocols, cabling, wiring, circuits, digital computers and all related systems and devices. 6. Demonstrates a senior-level ability to perform end-to-end troubleshooting and problem resolution for voice, video and unified communications (UC) systems. 7. Demonstrates a senior-level ability to gather appropriate details for communications designs. 8. Demonstrate a senior-level ability to work effectively with teams and customers across various departments. 9. Under minimal supervision, performs moves, adds, and changes of telecommunications equipment as required. Tests telecommunication components, including analog circuits, T1 lines, transmission lines, and circuit packs. 10. Under minimal supervision, operates and maintains data test equipment, analyzes telecommunications system data, and demonstrate the basic ability to make corrections to the systems as needed. 11. Under minimal supervision, performs preventative maintenance on existing telecommunications systems. 12. Under minimal supervision, trains end users in the use of telecommunication equipment in various settings. 13. Demonstrates a senior-level ability to produce all relevant documentation, including step-by-step instructions, installation and configuration settings, and quick reference cards. 14. Contributes to the organization’s financial goals by recommending improvements that enhance the team’s technical capabilities, drive efficiencies, and reduce operating costs. 15. Under minimal supervision, responds to all unplanned outages and critical events. Performs performing repair services in emergency situations.

    Knowledge, Skills & Abilities

    Patient Group Knowledge (Only applies to positions with direct patient contact) The employee must possess/obtain (by the end of the orientation period) and demonstrate the knowledge and skills necessary to provide developmentally appropriate assessment, treatment or care as defined by the department’s identified patient ages. Specifically the employee must be able to demonstrate competency in: 1) ability to obtain and interpret information in terms of patient needs; 2) knowledge of growth and development; and 3) understanding of the range of treatment needed by the patients. Competency Statement Must demonstrate competency through an initial orientation and ongoing competency validation to independently perform tasks and additional duties as specified in the job description and the unit/department specific competency checklist. Common Duties and Responsibilities (Essential duties common to all positions) 1. Maintain and document all applicable required education. 2. Demonstrate positive customer service and co-worker relations. 3. Comply with the company's attendance policy. 4. Participate in the continuous, quality improvement activities of the department and institution. 5. Perform work in a cost effective manner. 6. Perform work in accordance with all departmental pay practices and scheduling policies, including but not limited to, overtime, various shift work, and on-call situations. 7. Perform work in alignment with the overall mission and strategic plan of the organization. 8. Follow organizational and departmental policies and procedures, as applicable. 9. Perform related duties as assigned.

    Education: Certification or Associate Degree or equivalent experience

    Experience: 5-7 years of experience in area of specialization or related profession.

    Comment: An agreed upon cabling installer certification (e.g., Siemon), within 18 months of hire date.
