Director of Construction Operations

  • The Director of Construction Operations oversees the daily construction of Fiber to the Home (FTTH)projects throughout the Opticaltel territories within the state of Florida. The individual is responsible for all aspects of both Outside Plant (OSP) and Inside Plant (ISP) construction projects. The Director of Construction Operations works with various divisions including design, field operations, and technical operations to ensure all build aspects are accurate and on time. This position is responsible for budgetary planning of any given project, qualifying and securing of necessary assets and crews, as well as documenting and managing all aspects of the construction to completion. The Director of Construction Operations reports to the Chief Network Officer and is responsible for a team of multipletiers of managers. The position oversees the productivity and efficiency of the entire Construction department and maintains a team of managers, technicians and contractors to meet the needs of the company projects.

    The Director of Construction Operations is an upper-management position and requires an individual with strong business acumen, resource and time management skills as well as well-developed employee management and leadership proficiencies.

    Specific Job Duties:

    • Collaborates with designers and field team to establish the specific project design criteria and requirements.
    • Develops project BOM and timeline with the team to provide an on-time and on-budget plan.
    • Sources contractor resources as needed for all projects and determines the most efficient and cost-effective options.
    • Creates and reviews contract documents and assists with procurement, pre-bid meetings, and evaluations.
    • Develops work plans and manages construction staff responsible for overseeing performance of contractors.
    • Coordinates activities with other staff and departments as well as public agencies as necessary.
    • Travels to sites to oversee all construction activities to ensure quality of work as well as deadline and budget alignment.
    • Maintains detailed reports and documentation for each project and delivers weekly reports on the status of each project.
    • Analyzes available project data and presents analysis and makes necessary adjustments to maintain an on-time delivery of the product.
    • Provides training to management and other staff as deemed necessary.
    • Evaluates team member performance on a quarterly basis and provides strategies specific to each employee based on performance metrics.
    • Executes company policies and implements standardized processes as directed.
    • Oversees and facilitates the recruitment, selection, orienting, training, coaching and counseling of new employees as required based on business growth and company needs.
    • Understands, follows, and upholds all safety expectations ensuring all staff follow health and safety guidelines.
    • Attends to internal and external customer issues and inquiries handling the matter with care and diligence upholding our company core values and customer service expectations.
    • Develops profit contribution by managing staff with efficiency and productivity as key drivers and by establishing and accomplishing specific business objectives designed to evolve the company’s overall profitability.
    • Develops and prepares weekly, monthly and quarterly reports for upper management.
    • Works with upper management to develop and maintain budgets and optimize expenditures.
    • Designs strategies and sets goals for the department based on current and future projects as well as the ongoing business needs and growth.
    • Provides solutions to issues such as profit decline, employee conflict and retention and loss of business opportunities to competitors.
    • Evaluates employees, provides guidance and instruction, disciplinary actions as needed and manages staff needs based on business needs.

    Minimum Job Requirements:

    • High School diploma.
    • University/College degree in relevant field a plus.
    • 5 years of General Manager, Director, or upper-level management required.
    • 7 years of experience in the construction of underground telecommunications facilities required.
    • OSHA 10 or 30 certification(s) preferred.
    • Strong understanding of all aspects of underground construction including pneumatic missile boring, directional drilling, plowing and hand trenching with specific attention to fiber optic cabling best practices.
    • Experience in budgeting and planning as well as strong negotiating skills.
    • Strong knowledge of business processes and functions such as finance, HR, procurement, operations, etc.
    • Proficient in all Microsoft suite applications including Outlook, Excel, Word, Power Point, Teams and others as needed.
    • Proficient in project management principles as well as experience with MS Project or relevant project management software.
    • Strong Leadership, interpersonal skills and organizational faculties.
    • Good judgment and decision-making abilities.
    • Highly organized with a strong problem-solving aptitude and meticulous attention to detail.
    • Excellent verbal and written communication skills.
    • Proactive nature and a strong work ethic.
    • Regular, consistent and punctual attendance. Must be able to work nights and weekends as company needs require.
    • A valid driver’s license with a satisfactory driving record that fall within company requirements.
    • Must be able to travel to and from all company territories and facilities, including during inclimate weather.
    • Ability to physically stand, bend, squat and lift up to 50 pounds.
    • Ability to work extended hours as needed to meet business needs and deadlines.
