    The Market Leader will be accountable for all self-perform construction activity in the home Market with an emphasis on HDD and splicing. They will be responsible for the strategy, growth, and profitability of the OSP and ISP Construction division as well as the continued growth and improvement of the OSP and ISP Construction service offerings. This position reports to the Executive Vice President of Technical Operations.


    SUPERVISORY RESPONSIBILITIES

    • Recruits, interviews, hires, and trains new staff
    • Oversees the daily workflow of the department
    • Oversees Time and Attendance duties, e.g., approving timecards
    • Provides constructive and timely performance evaluations
    • Provides Management direction and counseling
    • Handles discipline and termination of employees in accordance with company policy


    MAJOR DUTIES AND RESPONSIBILITIES
    • Maintain a safe environment and ensure all safety standards are met.
    • Program Management for OSP and ISP/MxU :
      • Assist with contract negotiations and bid responses.
      • Lead cross-functional teams with Program Planning documenting plans for scoping, budgeting, training, execution, communication, risk taking, and closeout.
      • Lead training effort for the workforce to ensure everyone understands their role and responsibilities.
      • Set Key Performance Indicators (KPIs), Develop production schedule, and set a baseline with stakeholders. Monitor and Control production against a baseline.
      • Trend and report results. Produce, and distribute high-level programmatic production reports.
      • Host weekly or semi-weekly calls with internal stakeholders to cover updates and program status.
      • Analyze programs using gap analysis techniques and distribute findings of root causes to issues and drive resolution.
      • Lead lessons learned activities with stakeholders to ensure processes are adjusted when necessary and best practices are shared.
      • Assist in identifying, developing, and implementing risk mitigation plan for suppliers and vendors
    • Business Operations:
      • Monitor financial health and status of projects and programs.
      • Work with accounting and finance peers on the financial health of projects and programs.
      • Assist Construction and Project Managers with financial questions.
      • Ensure field resolution of financial issues
    • Data Quality Management:
      • Develop and distribute automated data reporting tracking missing, past due, and inaccurate dates (actuals and forecasts) Install a culture of data accuracy, data governance, and accountability
    • Process Management:
      • Document business processes.
      • Create and modify business processes when needed.
      • Distribute business process outlines
    • Training:
      • Lead construction training initiatives for the Outside Plant division.
      • Prepare and maintain onboarding construction and safety materials for all Outside Plant positions: Prepare and maintain job aids such as contract summaries, quick reference guides, frequently asked questions. The candidate will also be required to implement a technical training plan for all internal construction technicians.
    • System Management:
      • Responsible for clear business processes and all operational use of tools. Partner with internal systems experts to standardize the use of tools, data fields, and business processes
    KNOWLEDGE, SKILLS, and ABILITIES

    • Basic knowledge of fiber optic theory which includes fiber loss, connector types, and the different types of fibers
    • Full knowledge of operating fiber optic splicing equipment
    • Demonstrated ability to read and interpret blueprints and building plans, document daily records and reports
    • Demonstrated ability to use and care for fiber optic test equipment, ruby light, power meter, and OTDR and document test results accurately
    • Ability to manage remote teams to complete designated amount of work in a specified time frame (e. g. , quality jobs per day), adjusting work assignments or schedules to meet changing work-related priorities or demands.
    • Ability to climb and work at elevations (e. g. , from ladders, poles, lift trucks) exceeding 18 feet
    • Ability to work in confined spaces (e. g. , crawl spaces, utility holes)
    • Ability to perform strenuous physical activities including, but not limited to: lifting objects weighing over 100 pounds
    • Ability to perform job activities outdoors in different weather conditions (e. g. , extreme cold and/or heat, inclement weather)
    • When working aloft, employee's weight and tools combined may not exceed the 280-pound weight limit as specified by the manufacturer
    • Ability to read, write and speak the English language to communicate with employees, contractors, suppliers, in person, on the phone, and by written communications in a clear, straightforward, and professional manner

    • Ability to pass pre-employment screenings (motor vehicle, drug, and background)


    EDUCATION and EXPERIENCE
    • Bachelor’s Degree or equivalent work experience
    • Valid Driver's license with satisfactory driving record
    • 5 years of operations management experience installing and maintaining fiber optic products and services preferred
    • 4 years managerial experience of small, remote, field based teams preferred


    WORKING CONDITIONS
    • May be required to work long and unpredictable hours including weekends
    • Working outdoors in all types of weather
    • Exposure to dust, fluctuating temperatures, and periodic high noise levels
