Essential Functions: This job description should not be interpreted as all inclusive. It is intended to identify the essential functions and requirements of this position. The incumbent may be requested to perform job-related responsibilities and tasks other than those stated in this job description. Supervisory Responsibilities (30%) Plans, directs, and supervises the work of the Volunteers, Community Service work and assigned staff; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; assists with both conducting performance evaluations and providing hiring/firing recommendations. Housekeeping and Food Inventory Responsibilities (30%) Assigns daily cooking, cleaning, and maintenance chores to clients/ staff and ensures completion of such; work as needed, participates in the cleaning and maintenance of facilities. Inspects facility on a routine basis to ensure compliance with established standards; ensures return and accountability of The Salvation Army property (linens, etc.). Approves for purchases food supplies; monitors expenditures ensuring compliance with budget constraints. Maintains an adequate level of food and supplies inventory; prepares inventory records and ensure the accountability, security, inspection of inventory items; travels to stores to purchase and pick up donated food supplies when needed; Coordinates with Montgomery County Food bank in regards to supplies and inventory. Client Intake and Security Responsibilities (25%) Answers telephone and responds to questions regarding the shelter operations. Performs client intake procedures including running sexual offender checks; checks clients into the shelter; prepares and monitors client intake cards; prepares and maintains resident roster; handles and monitors the security and accuracy of any monies received from clients. Orients new clients to the program and prepares HMIS case records to facilitate case management; records daily statistics. Over sees meal times; oversees showers times, assigns bed numbers; distributes towels, linens and personal hygiene it; secures and distributes client medications as required. Administers client sexual offender checks, Breathalyzer testing, and drug testing of clients as needed. Receives, receipts, and processes money order payments for rent and updates intake cards as needed; obtains client’s signature on necessary forms which includes house rules and regulations; prepares, tallies, and balances money orders with receipts; drops the payments daily into the drop box. Inputs client information into HMIS accurately and in accordance with established HMIS and ESG requirements and updates client files as needed; obtains client’s signature on forms as well as house rules and regulations. When required works with Montgomery Community Development concerning computer data collection. Ensures clients comply with house rules; checks client’s baggage for drugs, alcohol, weapons and pornography; records incidents and notifies supervisor of any special circumstances or unusual problems; ensures security of facility and clients; arms and disarms alarms in accordance with lodge policy; locks and secures area inappropriate for client entry. Helps refer clients to Ann’s place for counselling. Conducts routine checks of the facilities to ensure that all doors are locked and that nothing is amiss; locks doors to ensure security of the facilities. Provides general social services support to longer-term shelter residents; meets with clients to keep track of progress in reestablishing themselves; refers clients to Social Services Manager and/or Social Services Worker for further social services assistance and referrals. Program Responsibilities (15%) Creates and leads celebrate recovery programs which is a recovery program based on Biblical principles, Christian fellowship, and the celebrations of God's healing power to be conducted at the corps one evening per week in coordination with the corps officers. Organizes and, when needed, connects with capable experienced volunteers to led small step groups. Networks with rehabilitation centers, preferably Houston Harbor Light and ARC and others, as the need arises. Encourages Celebrate Recovery participants to attend other Celebrate Recovery meetings though the week. Helps to recruit the appropriate type of volunteer drivers to transport clients to community held CR meetings. Other Responsibilities: Belongs to the corps leadership team, along with at least the corps officers, office manager, and social service manager. Refers shelter clients to Ann Place agency and follows up with Ann Place agency to make sure clients are attending meetings. Coordinates HMIS training with staff and the Homeless Coalition. Represents Corps as the EDS coordinator under close communications with corps officer and records EDS stats for the corps person, who enters monthly statistical reports. Encouraged to personally take FEMA disaster training courses. Performs other duties as assigned. Materials and Equipment: General Office Equipment Intercom System General Cleaning Equipment General Maintenance Equipment Knowledge, Skills and Abilities: Knowledge of effective and efficient methods for organizing and maintaining records and ability to perform the same. Knowledge of general office procedures and practices. Knowledge of basic record keeping practices and procedures. Ability to communicate effectively with clients in order to control, lead, and motivate behavior. Ability to cultivate and maintain effective relationships with a diverse group of people and agencies to remain sensitive to their needs and concerns. Ability to work independently and with limited supervision while enforcing established policies and procedures. Ability to present a positive and professional image of The Salvation Army. MINIMUM QUALIFICATIONS REQUIRED: Education and Experience: High school diploma or G.E.D. And Two years experience performing security or social services work in a shelter or similar environment with one year supervisory experience, or any equivalent combination of training and experience, which provides the required knowledge, skills and abilities. Certifications: Valid State Drivers License Food Handlers Certification for all staff (or ability to obtain within established timeframe) With the local Montgomery County health department for entities like TSA training is provided free of charge. Basic First Aid certification (or ability to obtain within established timeframe). Physical Requirements: Ability to meet attendance requirements. Ability to read, write and communicate the English language effectively. Ability to perform data entry into a computer. Ability to respond to emergency situations quickly and calmly while maintaining control and initiating the proper corrective action. Know when to call for help off Police, Ambulance and Fire Services). Ability to perform combinations of sitting, standing and walking on a frequent change basis. Distance of travel is usually within the same building other than EDS work. Moderate amount of physical effort required associated with walking, standing, lifting and carrying light to heavy objects (up to 50 pounds.) occasionally. Working Conditions: Work is performed in a residential facility where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like.
