Personal Property Office Supervisor

  • The Personal Property Supervisor is responsible for the day to day operations of the Personal Property Operations (PPO) on the installation and AR 5-9 Area of Responsibilities. This supervisor will manage Personal Property Processing and must be well versed with the Joint Travel Regulation (JTR) and the Defense Transportation Regulation Part IV and personal property shipping entitlements, policy and procedures. Extensive experience required in automated personal property automation systems to include Defense Personal Property System (DPS) and Electronic Transportation Operation System (e-TOPS). Experience with personal property counseling and claims procedures and familiarity with Direct Procurement Method, Non-temporary storage and local move shipment methods and procedures is required.

    Duties and Responsibilities:

    • Operate a multi-service Personal Property Office in accordance with DoD 4500.9-R, Joint Travel Regulation (JTR), and other service-specific governing regulations.
    • Perform counseling and inspections functions using the Defense Personal Property System (DPS) and Transportation Operational Personal Property System (TOPS). The contractor shall provide user level operations. If the system is non-operational, the contractor shall manually process documentation and input this data into the applicable system when it becomes operational.
    • Provide specialized, expedited assistance to customers who receive short notice, emergency movement directives or who because of distance cannot return for additional processing. The contractor shall also provide dedicated, special service to shipments of personal property for deceased service members or their dependents (BLUEBARK). The contractor shall notify the Government Quality Assurance (QA) section of any move that requires special attention (i.e., personal safety or BLUEBARK shipments).
    • Provide counseling/briefings to customers (group or one on one) on personal property entitlements and responsibilities, prepare documentation to initiate and schedule personal property shipments, and answer customer questions and inquiries in accordance with Joint Travel Regulation (JTR), Defense Transportation Regulation DoD 4500.9-R (DTR) Part IV, Personal Property Consignment Instruction Guide (PPCIG) and Service Supplements.
    • Provide system assistance to customers using DPS self-counseling module (including assisting with obtaining login and passwords), coordinating shipments with Transportation Service Providers and provide guidance regarding claims settlements processing.
    • Perform all services required to support and assist members in making a personally procured move (PPM) in accordance with JTR and individual service regulations. The contractor shall inform customers of the PPM move option during the counseling session.
    • Gather information in support of exception to policy cases and prepare the documentation package for processing in accordance with JTR, and Service Supplements.
    • Perform quality control inspections of vendor facilities and Household Goods (HHG) shipments, both inbound and outbound, within office Area of Responsibility in accordance with regulation, service guidance, and JPPSO business rules. An inspection standard of 100% of all inbound and outbound Personal Property shipments is set by the Army Service Policy. Inspections can be physical and/or telephonic in accordance with DTR Part IV, however Personal Property Shipments MUST be inspected in-person and documented in the system of record in order to count towards the 100% Army Service Requirement.
    • Perform front office functions for all military and civilian Government employees within assigned AOR, such as outbound counseling, process personally procured moves (PPMs), assist members by collecting excess cost (i.e., over weight entitlement), forward documentation for extension of entitlements to the JPPSO, and assist with claims. The contractor will be required to scan, index, and commit all documents into DPS or the system accessed by a JPPSO or CPPSO office.
    • Assist and forward documentation to the JPPSO to process cancellations, changes, or diversions of shipments that require rescheduling with Transportation Service Provider (TSP) in accordance with DTR 4500.9-R Part IV.
    Provide entitlements counseling for personnel who are deploying in accordance with the Army Mobilization and Deployment Reference (AMDR) under Contingency Operations Provisions. The contractor shall process customer requests in accordance with the current version of the AMDR.

    Knowledge, Skills and Abilities Required:

    • Expert knowledge with DoD 4500.9-R, Joint Travel Regulation (JTR), and other service-specific governing regulations.
    • Supervisory experience and ability to train junior personnel and Train the Trainer, On the Job (OJT) training
    • Expert communication skills and ability to interpret regulatory guidance

    Minimum Job Requirements:

    • Five (5) years experience at the Army installation level with Personal Property Shipments.
    • Three (3) years experience supervising employees
