    Core Responsibilities:

    As a Client Asset Management Specialist within OADS, you will play a vital role in protecting and administering the estate assets – financial accounts and investments, real property, and personal property – of incapacitated and/or dependent adults who are under Department guardianship and/or conservatorship.

    Your work will be accomplished in accordance with requirements of the Maine Probate Code (MRSA 18-C), DHHS Rules, OADS policies and procedures, and other relevant federal and state program policies, rules and regulations.  

    General responsibilities of the position include:  
    •    Identifying, documenting and securing financial accounts and investments, real property, and personal property that belong to individuals for whom the Department serves as adult public guardian and/or conservator or are under investigation by APS for financial exploitation.
    •    Managing estate assets in collaboration with OADS casework staff, the Office of the Attorney General, Departmental and State financial management staff, the Probate Courts, financial institutions, Federal and State agencies, and other business professionals. 

    Specific job duties include:
    •    Working with banks and other financial entities to determine the nature and value of financial accounts and investments and managing those assets to the greatest benefit of the protected person.
    •    Traveling to client properties to secure real estate, vehicles and other personal property; and to OADS District offices to discuss Client Asset Management issues and provide technical assistance.
    •    Coordinating with companies and other individuals to assess and arrange the clean out of clients property and/or apartments for individuals subject to public guardianship and/or conservatorship.
    •    Coordinating with licensed real estate professionals, appraisers and auctioneers for valuation and sale of the real and personal property of individuals subject to public guardianship and/or conservatorship.
    •    Filing individual tax returns for earned income credit, tax liabilities, Property Tax Fairness Credit and Sales Tax Fairness Credit.
    •    Actively collaborate with OADS District Office case management staff to assist in managing the financial needs of individuals subject to public guardianship and/or conservatorship.
    •    Travel to the northern part of the state is required with some overnight travel.

     

    Minimum Qualifications:

    We are seeking a hard-working, motivated and reliable person who is willing to learn and work as part of a team to fill this position.

    In order to qualify you must have six (6) years of education and/or professional experience in social services casework, social services program development/delivery, or social services related fiscal/budget administration/analysis work. 

    Preference will be given to candidates with a Bachelor’s Degree in Public or Business Administration or another closely related field and/or possessing knowledge of individual accounting and/or real estate practices.
