Top Community Development Executive leads and plans all aspects of an organization's economic development lending activities to support or subsidize improvements in the community. Develops and maintains relationships with groups, agencies, and organizations in the community to identify business development opportunities. Under the general supervision of the Community Development Manager, provides support in the development of department policies and procedures and administers federal, state, and local regulations by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Plans and researches assigned projects/programs for the Community Development Department.
2. Provides technical assistance to Departmental personnel regarding software programs implemented with both the City and Department. Serves as system administrator for multiple software programs.
3. Reviews employee credit card purchases and verifies items are coded properly. Processes invoices, completes payment authorization forms for submittal to the Finance Department for payment.
4. Assists in the development of Community Development Department policies and procedures, reviews, analyzes and recommends new methods and/or technology.
5. Provides organizational support by participating in the development and implementation of department objectives and priorities relating to building inspection operations; identify and communicate opportunities for improving work methods and processes.
6. Oversees the administrative duties related to the support of the Neighborhood Services Division, including processing code violation letters, court documents, ordering property code abatement services, invoicing and liens.
7. Collects, compiles, and prepares information and reports as needed for Community Development Staff. Maintains all necessary departmental records for day-to-day activities and permanent files.
8. Oversees third-party plan review and inspection contractor.
9. Assists contractors and citizens with requests for information regarding department procedures and city ordinances and provides copies of requested documents.
10. Researches, retrieves and reviews historical records as necessary; verifies parcel ownership and checks for violations and inspection history for open records requests.
11. Compiles various regular reports in accordance with standard operating procedures.
12. Maintains records of documents, correspondence, reports and statistical/financial summaries processed.
13. Ability to work on several projects or issues simultaneously.
14. May perform other projects and handle special assignments as required.
15. Regular and timely attendance required, as well as the ability to get along with others in a professional and cordial manner.
SUPERVISORY RESPONSIBILITIES
Supervises Community Development Clerk related functions of the Community Development Department, including oversight of the City’s third-party plan review and inspection contract. Carries out responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees, planning, assigning, addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Associate’s Degree plus four years of municipal experience in a community development department or related field. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Preferred: at least one year of experience in supervisory/leadership role.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Bilingual skills are a plus.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to communicate effectively and diplomatically both orally and in writing. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Knowledge of principles and practices of research and data collection, and knowledge of effective writing techniques.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Texas Driver’s License.
Notary Public or capability of becoming a Notary.
SPECIALIZED KSA’S
Advanced computer software knowledge in programs such as Microsoft Word, Excel, GIS, Power Point, Internet applications, and other relevant programs. Keyboarding skills a plus.
