    Reports To: Executive Director

    SUMMARY

    To maintain the value of CSDC residential and commercial properties, and to ensure safe, sanitary, and healthy housing by using principles of case management and property management.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

    Assist in administering all aspects of housing rental advertisement, application screening, applicant selection, and establishing rental contractual relationships with tenants.

    Responsible for ensuring the agency complies with all Fair Housing laws and regulations.

    Responsible for assisting in all day-to-day management of all rental properties, including but not limited to, tenant compliance with all rules and regulations, assessing necessary maintenance and repairs, and coordinating repairs and maintenance with maintenance staff and vendors.

    Collects rents, deposits, and application fees and manages other financial activities for residential properties in coordination with the accountant.

    Completes, organizes, and manages all necessary paperwork related to managing rental units, including section 8 documents.

    Performs annual and periodic inspections of all units and buildings to ensure safe, sanitary, and habitable conditions, as well as to ensure preventative maintenance items have been identified and completed.

    Assists executive director in eviction and unlawful detainer actions, and other legal matters.

    Performs annual income assessments for tenant eligibility and for property tax exemptions, and assists accountant in completing paperwork for property tax exemptions.

    Provides case management services to tenants, where necessary.

    Assists in other office administrative tasks, as directed.

    Performs other duties as assigned.

    SUPERVISORY RESPONSIBILITIES- No supervision of staff is necessary.

    QUALIFICATIONS - To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     1. EDUCATION and/or EXPERIENCE- Minimum of a high school diploma and at least two years of demonstrated experience in property management or case management. Completion of college coursework or graduation from junior college or four-year college or university may be substituted for all or part of work experience. Prior experience in property management is desirable. Experience in using computers, software (Microsoft Office applications), and Internet access is necessary. Knowledge of local community resources for low-income families is necessary. Good interpersonal skills rare equired, as well as the ability to develop and sustain good working relationships with coworkers, tenants, and other public and private agencies.

    2. LANGUAGE SKILLS- Bilingual English/Spanish required, including writing, reading, and speaking. Must understand and respond to inquiries or complaints from tenants, vendors, and community members, as well as coordinate work with coworkers, vendors, and staff. Ability to write memos and letters, as well as complete a variety of forms and tracking systems of work in progress and completed.

    3. MATHEMATICAL SKILLS- Ability to sum, subtract, multiply, and divide with the use of a calculator. Must be able to use simple measurement tools (e.g., tape measure, ruler) to record length, width, and depth, and to calculate various dimensions. Able to make a comparison of actual expenses and revenue to budget revenue and expenses to determine if actual to budgeted is on target, over budget, or under budget.

    4. REASONING ABILITY- Exercises excellent judgment and common sense in handling disputes, conflicts, and problems with tenants. Shows good ability to analyze situations and to determine appropriate ways to manage situations. Able to prioritize competing demands and ensure completion of all work timely. Sensitive to fiscal, legal, and political aspects of decision-making.

    5. CERTIFICATES, LICENSES, REGISTRATIONS- Must have California Driver’s License and automobile insurance. The employee must provide a DMV printout of the driving record. The employee must have a reliable vehicle to perform duties.

Specific vision abilities required by this job include close, distant, and peripheral vision, and the ability to adjust focus.

While performing the duties of this job, the employee is occasionally exposed to the risk of electrical shock from office equipment and home appliances. Employees may also be exposed to interpersonal conflict with tenants and must possess the skills to manage such situations effectively.
