Top Compensation Executive leads an organization's compensation department. Champions timely and robust data collection and analysis processes that support research and market, pay equity, and other compensation studies. Being a Top Compensation Executive is responsible for leading the strategic planning of compensation and equity programs, ensuring those programs align with organizational goals, initiatives, and budgets. Ensures proper collection and analysis of compensation data, including surveys, market research and analysis, and pay equity. Additionally, Top Compensation Executive keeps abreast of regulatory, market, and practice changes and trends. Requires a bachelor's degree. May require a Certified Compensation Professional (CCP) certification. Typically reports to top management. The Top Compensation Executive manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments. To be a Top Compensation Executive typically requires 8+ years of managerial experience. Candidates must have permanently served at least one year in a title designated as appropriate for transfer in accordance with Section 70.1 of the Civil Service Law.

PROVISIONAL QUALIFICATIONS:
Promotion:
Must be a qualified employee of the New York State Workers’ Compensation Board with one year of permanent competitive, non-competitive, labor, or 55-b/55-c service in a position allocated to a Grade 9 or higher.
Open Competitive:
Candidates must have four years of experience examining, investigating or adjusting compensation, accident, liability or health insurance claims. A bachelor’s degree or higher may substitute for three years of this experience. An associate’s degree may substitute for two years of this experience.
If appointed provisionally, the incumbent will need to take the next Civil Service examination for this title and pass with a score that will be immediately reachable on the resulting eligible list. Failure to take, pass and achieve a reachable score on the examination may result in revocation of the appointment.
Under the general supervision of the Associate W.C. Examiner and direct guidance of the Senior WC Examiner, the WC Examiner functions as a Workgroup member. The incumbent of this position must demonstrate a good knowledge of the Workers’ Compensation Law and the Rules & Regulations, Claims procedures and the Claims Information System (CIS).
Duties will include, but are not limited to: examining and managing work queues in CIS; identifying issues and evaluating, preparing and referring cases to the most effective resolution path, such as administrative determination, proposed decision or formal hearing; and handling telephone calls received via the Call Center.
