    Position Summary:

     

    The Executive Director of Business and Operations is responsible for the administration of the financial and physical plant operations of the district, including development and maintenance of the annual budget, long range financial and facility planning.

     

    Primary Responsibilities/Duties:

    • Provides leadership and guides the district’s financial and physical plant and assets operations.
    • Assists the Superintendent in developing long range planning for the district for finances and physical plants and assets.
    • Develops and manages the annual budget to include enrollment and staffing projections, revenue/expenditure forecasting; building/program allocations, revenue and expenditure monitoring; analysis of financial status, communication and reporting of budget status to the Superintendent, School Board and administrators.
    • Maximizes resources through expenditure reductions, cost control measures, efficient accounting practices, revenue enhancements and other strategies to insure financial stability and a positive fund balance.
    • Oversees and supervises the district accounting processes and procedures such as receipting of revenue, accounts payable; salary compliance, payroll, investments, and grant accounting etc., maintaining an effective internal control system in compliance with district, state, and federal regulations.
    • Directs the district-wide purchasing policies, procedures and acquisitions in compliance with federal, state and district regulations.
    • Manages all aspects of the district’s capital projects to include bid procedures, contracts and payment authorization.
    • Develops long range facility plans.  Including all required state reports, surveys and compliance requirements needed.
    • Leads the development of construction bond plans, data and documents.
    • Oversees district facilities use agreements including establishing rental rates and usage fees.  Assist with policy development and long-range facilities planning.
    • Oversees district compliance with state and federal industrial safety and health regulations, to include policies, procedures and employee education.
    • Directs the risk management program, including but not limited to, property and liability insurance, workers’ compensation insurance and student insurance.
    • Oversees the operations of the maintenance/custodial, child nutrition and transportation departments.
    • Fiscal management and compliance oversight for all district grant funding.  
    • Participates in contract negotiations for classified and certificated employees.
    • Prepares and submits business and financial reports, journals, and statements.
    • Oversees the district financial electronic data systems.
    • Maintains effective communications with staff, school district patrons, businesses, and community groups. 
    • Coordinates state and federal audits and implementation of District compliance requirements.
    • Monitors legislative action and obtain legislative interpretation affecting financial services.
    • Provides financial analysis for levy and bond issue planning.  Assists the superintendent in working with the School Board and citizens groups regarding M&O levies and bonds.
    • Participates with county and state organizations in staying abreast of school finance reform and other district-related issues.  Maintains professional relationships with ESD 113, OSPI, and other districts.
    • Serves as an effective member of the District’s management team.
    • Attends all meetings of the School Board and presents departmental information when appropriate.  Attends meetings and conferences as required.
    • Performs other tasks and responsibilities as may be assigned by the Superintendent.

    Qualifications:

     

    Education/Experience:

    • Bachelor’s degree in Business Management, Accounting or related areas preferred.
    • Five consecutive years’ experience in a public school business management position.
    • Experience in public school accounting and WESPaC electronic financial data system preferred.

    Certificates/Licenses:  None.

     

    Knowledge/Skills/Abilities:

    • Highest ethical standard of honesty, responsibility and accountability for management of public funds.
    • Experience with integrated computerized accounting systems, databases and spreadsheets required.  Understanding and use of complex Excel spreadsheets preferred.
    • Ability to communicate effectively, both verbally and in writing.
    • Ability to schedule, organize and manage work assignments to assure timely and effective completion.
    • Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
    • Ability to effectively present information to administrators, public groups, community and Board of Directors.
    • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of geometry and trigonometry.  Ability to apply concepts such as fractions, percentage, ratios and proportions to practical situations.
    • Ability to apply financial concepts such as compound interest, time value of money, tax rates and discounts.
    • Ability to define problems, collect data, establish facts and draw valid conclusions.
    • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
    • Ability to apply knowledge of current research and theory in specific field.
    • Ability to establish and maintain effective working relationships with staff and school community.
    • Ability to perform duties with awareness of all District requirements and Board policies.
