Top Contracts Executive directs and develops an organization's contracts administration function. Collaborates with legal team to ensure the preparation of proposals, negotiation processes, and contract administration follow company policies and adhere to legal requirements. Being a Top Contracts Executive directs the development of policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Utilizes expert knowledge of the contract life cycle, types of contracts, and applicable government regulations to lead and develop strategies for negotiation of complex or high-value contracts to meet business objectives. Additionally, Top Contracts Executive typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Top Contracts Executive manages a departmental function within a broader corporate function. Develops major goals to support broad functional objectives. Approves policies developed within various sub-functions and departments. To be a Top Contracts Executive typically requires 8+ years of managerial experience. Panhandle Power Solutions is seeking a full-time Contracts Administrator in its Destin, FL headquarters office. The Contracts Manager is responsible for the administrative lifecycle of all prime and subcontracts. The Contracts Manager is also responsible for developing, managing, and directing PPS’s vendor compliance and onboarding functions for the purpose of minimizing exposure to risk while achieving optimal cost savings in our strategic sourcing activities. In this key position, the successful candidate must be able to adhere to internal processes with the ability to work in fast-paced environments and provide organized execution of tasks under time constraints. The ability to manage a diverse workload in changing environments is a must. The Candidate will also have the skill of liaising and building relationships with business unit personnel as well as vendors and contractors.
Key Responsibilities:
- Review bond invoices for overhead expenses
- Review and process bonds and bond requests
- Review and negotiate small dollar commercial contracts and modifications (as needed)
- Review federal prime contracts and modifications (as needed)
- Assist with issuing and tracking subcontracts, purchase orders, consulting agreements and modifications
- Track prime contract information in Costpoint database
- Assemble and track all prime contract flowdowns
- Request certificate of insurance for prime contracts and other needs
- Review lien waivers and client releases
- Review and track teaming agreements
- Review and track NDAs
- Administer Costpoint Materials module controls and settings (updating as needed)
- Administer subcontract templates Basic Qualifications
- 5 years in administrative support or other similar experience
- Some federal contract management experience
- Some procurement/subcontracting experience is a plus
- Thorough understanding of federal contracting, FAR and FAR supplemental regulations
- Excellent organizational skills
- Excellent written and verbal communication skills
- Experience using Costpoint and/or Sage Intact is a plus
