Top Corporate Compliance Executive provides leadership and direction for an organization's compliance programs, policies, reporting, and practices. Ensures that all activities follow regulatory requirements related to the governance of the organization as well as any industry-specific or location-specific laws. Being a Top Corporate Compliance Executive oversees internal controls and auditing systems that monitor and report on regulated activities and processes. Develops risk-based compliance testing of existing procedures and controls to identify, detect, and correct noncompliance.     • Regulatory Knowledge & OversightMaintain status as the institutional regulatory expert within assigned discipline/program area of regulated activities. Remains current through formal and informal networks and interactions on national trends, in order to forecast/predict future state based on in depth knowledge and interconnectedness with key individuals across the country and within regulatory agencies. Educate on best practices both internally and externally Ability to interpret and analyze the concepts and principles of federal and state laws, institutional policies/ procedures/ guidance and professional guidance as it relates to the review and oversight of regulated activities and assess the impact of specific regulatory decision on the overall environment at CCHMC.

    • Compliance
    Responsible for the development, oversight, management and record keeping aspects of assigned program area. Monitor relevant laws, rules and regulations. Develop or revise CCHMC's policies and procedures, education and communication tools necessary to ensure compliance. Serve as the primary point-of-contact for all internal and external inquiries related to assigned program area as well as with the respective government agencies for compliance. Primary individual responsible for program execution, including education and training. Provide guidance to stakeholders regarding decisions impacted by assigned program are. Responsible for reviewing applications, reports, responses, or submissions to determine compliance. Independently resolve questions/issues with staff and involved individuals, documenting all determinations as applicable. Develop procedures/systems to monitor institutional activities as needed to ensure compliance in conjunction with appropriate institutional leadership and the Office of General Counsel.

    • Export Control (only) For individuals in Export Compliance, responsible for the development, oversight, management and record keeping aspects of CCHMC's export compliance program. Monitor the laws, rules and regulations that pertain to export controls. Develop or revise CCHMC's policies and procedures, education and communication tools necessary to ensure compliance. Serve as the primary point-of-contact for all internal and external inquiries regarding export control compliance as well as with the respective government agencies for compliance, i.e. the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR) and the Office of Foreign Assets Controls (OFAC) regulations. Perform disclosure review, committee work, outreach and training. Provide guidance to stakeholders regarding decisions that have import/export regulatory impact. Implement and administer procedures for exports and travel. Review sponsored program proposals and awards, determine need for Technology Control Plans (TCPs) and/or licenses. Resolve TCP issues with PIs

    • Teamwork, Collaboration & Leadership/ManagementWork collaboratively with diverse teams and interface effectively with internal and external stakeholders at multiple organizational levels. Build consensus among stakeholders with competing priorities and Negotiate competing interests and gain commitment to achieve institutional priorities. Coordinate efforts throughout CCHMC to ensure that efforts remain consistent with institutional strategic goals; as it relates to assigned program area. Use project management and organizational skills to lead institutional initiatives. Lead project team consisting of both internal and external members and to achieve successful outcomes through both direct and indirect leadership. Independently leads in the development and execution of a comprehensive regulatory and compliance program and infrastructure in support of the institution's strategic plan. Recommends solutions that maximize organizational performance. Represent CCHMC at the regional and national level disseminating best practices.

    • Institutional Support
    Serve as the institutional subject matter expert in assigned program area. Provides analysis, recommendations, guidance and oversight as needed across multiple institutional programs and initiatives as needed based on assigned program area, in order to ensure compliance with applicable federal and state statutes and regulations, and CCHMC policies, principles, ethical standards and procedures. Identifies non-compliance or areas at risk of non-compliance and advises stakeholders of appropriate action.

    Qualifications

    EDUCATION/EXPERIENCE

    Required:
    • Bachelor's degree in a related field
    • 7 years of work experience in a related job discipline OR Master's degree and 5 years of work experience in a related job discipline
