    Description

    Role

    Provides human resources leadership to the credit union. Oversees the ongoing development and implementation of human resources policies, programs and services. Oversees the human resources activities of recruitment and staffing, employee relations, staff engagement, benefit administration, employee orientation, staff development and training, staffing mentoring and regulatory compliance relative to personnel, pay and benefits, and payroll administration. Serves as internal consultant on people matters affecting performance and effective working relationships creating an effective and responsive internal consulting group. Fosters a workplace environment consistent with P1FCU’s values, mission and vision.

    Oversees personnel recordkeeping related to new hires, employee reviews, promotions, transfers, separations and exit interviews. Prepares time and attendance records for payroll input. Reviews payroll output and manages the processing of payroll for employees. Maintains benefit records for each employee.
    Analyzes HR related training needs and oversees the development and administration of training plans and procedures. Ensures HR related training materials and special courses are at appropriate levels of training for personnel in operational, supervisory, and management roles.

    Interviews prospective employee for hourly and salaried jobs, refers applicants to specific job openings, administers pre-employment tests, checks references, processes changes in employee status, and conducts exit interviews. Refers qualified applicants to proper level of management for further screening. Prepares employment offers, ensuring compensation offered is within hiring range for the job grade.

    As a member of the Senior Leadership Team, works closely with the President/CEO, Chief Administrative Officer, Executive & Senior Management and other departments to ensure that P1FCU remains true to its primary mission and vision and organizational initiatives that promote cultural transformation and enhanced service.

    Major Duties and Responsibilities

    Description

    Strategic: Plan, develop, organize, implement, direct and evaluate P1FCU's Human Resources function and performance. Participate in the development of the credit union’s plans and programs as a strategic partner but particularly from the perspective of the impact on people. Translate the strategic and tactical business plans into strategic and operational human resources plans. Evaluate and advise on the impact of long range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development and retention of the people resources of the credit union.

    Recruiting, Staffing & Selection: Provide leadership in the critical area of recruitment by developing predictive staffing requirements and developing creative and cost-effective ways of attracting high-quality candidates from the marketplace to the credit union. Develop long-term relationships with organizations and individuals to enhance the talent pipeline flow. Work with management personnel to recruit, interview and recommend qualified employee candidates who can best contribute to the success and growth of the credit union. Develop programs to embrace applicants and employees of all backgrounds and to permit the full development and performance of all employees. Develop a highly effective orientation and onboarding program that emphasizes the critical importance and value of welcoming and integrating new employees into the credit union culture. Coordinate job training with the Staff Training and Development Manager to ensure a productive starting experience, onboarding, for new employees.

    Compensation & Benefits: Develop progressive and proactive compensation and benefits programs to provide motivation, incentives and rewards for effective performance and to provide programs which utilize an employee and credit union partnership for the short and long-range health and welfare protection of the employees. Design and administer wage and salary strategy, with particular emphasis on attracting and retaining talent in a competitive marketplace, while maintaining compliance with annual salary budget. Establish and monitor the specific requirements of individual jobs within each department for the creation and oversight of job descriptions. Oversee employee benefit programs including medical, dental, vision, life, and disability insurance, retirement, 401(k) plan, 475(f), 457(b), annual leave and sick leave processing, and unemployment compensation.

    Legal: Responsible for advising management to ensure credit union compliance with all federal, state and local laws related to employee benefits, compensation, employment and training. Remain current with changes in human resource and employment law and manage credit union relationships with state and local regulatory agencies.

    Employee Relations: Acts as an advisor, coach and counselor to other managers and to employees at all levels in the organization ensure the workplace is one which recognizes the unique value, perspective and ideas of each individual.

    Performance Management: Guides and monitors accountability systems to ensure candid, direct and respectful performance feedback is provided in order to coach and develop employees to success, and align skills with job duties and functions to ensure effective placement of people. Monitor exit interview data and introduce or change policies and procedures based on data analysis.

    Policies & Procedures: Develop appropriate policies and programs for effective management of the people resources of the credit union. Included in this area, but not limited only to the following, would be programs for employee relations, affirmative action, sexual harassment, employee complaints, external education and career development.

    Consultant: Serve as internal consultant to managers and advisor/mediator in employee situations. Advise management regarding all employee terminations; oversee all aspects of employee terminations.

    Other: Keep current in journal, articles, publications and other personnel material. Maintain records and logs for the personnel operation. Assist with the job evaluation process as necessary. Review performance appraisals for accuracy and consistency. Enhance and/or develop, implement and enforce human resources policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the credit union. In particular, manage the human resource information systems database and necessary reports for critical analyses of the Human Resource function and the people resources of P1FCU. Continue improving the programs, policies, practices and processes associated with meeting the strategic and operational people issues of the organization. Provide ongoing evaluation of the human resource structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals. Continually assess the competitiveness of all programs and practices against the relevant comparable companies, industries and markets.

    Performs other duties as assigned. Ensures that work area is clean, secure and well maintained. Performs related clerical duties and attends meetings as required.

    Knowledge and Skills

    Experience

    15 Years previous Human Resources management experience required with 10 years at a senior level.

    Education/Certifications/Licenses

    Bachelor’s Degree required. Masters Degree and/or additional professional certifications in Human Resources preferred.

    Physical Requirements

    Perform primarily sedentary work with limited physical exertion and occasional lifting of up to 20 lbs. Must be capable of climbing / descending stairs in emergency situation. Must be able to operate routine office equipment including telephone, copier, facsimile, and calculator. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours whenever required or requested by management. Must be capable of travel by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities. Must be capable of regular, reliable and timely attendance.

    Working Conditions

    Must be able to routinely perform work indoors in climate-controlled private office with minimal noise.
