This vacancy may be filled as a Probation, Promotion, or Detail to Special Duty. Current classified permanent status employees may be required to accept a Probational Appointment.

TRSL will consider candidates who have obtained Optional Practical Training (OPT) or meet the H1B qualifications by the U.S. Department of Labor.

No Civil Service test score is required in order to be considered for this vacancy.

SUMMARY OF DUTIES

• Manages the Applications group and ensures that agreed upon business requirements are met in a timely and effective manner through the use of proven project management techniques
• Plan, organize, direct, and control data processing services for the agency which includes - Systems analysis and programming in the development, maintenance and revision of application systems and Selection and implementation of application software products, standard development, and staff
• Capable of managing multiple projects in the Agency portfolio
• Prepare long and short-term plans for application development within the development team
• Raise the quality bar of the team by creating a culture that ensures high levels of development and operational excellence
• Grow and retain in-house development talent
• Responsible for performing skills gap analysis and acquiring needed skills or staff
• Submitting proposals and progress reports to upper management
• Work to move TRSL forward to the latest and best matched technologies for our agency and ensure that our in-house systems best meet the needs of our stakeholders

Preferred Skills

• Prefer interest or experience in Microsoft ASP.NET or .NET CORE, C#, JavaScript Frameworks, REST API services, Web API, ASP.Net MVC, HTML 5 and building custom reports
• 1 year of SCRUM or Agile experience
• Strong leadership skills and lead by example
• A collaborative management style
• Good communication and team building skills
• A commitment to accountability and a solid understanding of the development lifecycle and system delivery
• Best development security practices and applications development standards and practices
• Willing and able to work on site daily at the TRSL building in Baton Rouge Louisiana

Job Type: Full-time

Pay: $36.08 - $64.95 per hour
