Library Services Division Manager – Access Services and Information Technology

  • Job Summary

    MAJOR FUNCTION: The Library’s Head of Information Systems, in coordination with the County’s IT Division, selects, configures and maintains hardware, software and associated peripherals which comprise the Library’s Integrated Library System (ILS) so that Library patrons and staff have access to a full range of system functionality including, the online public access catalog, circulation, acquisitions, cataloging and other ILS modules. This position involves administrative and highly technical work including, the planning, implementation and maintenance of the Library System’s networked and online digital information technology services. This position serves as the Library’s Webmaster and oversees the operations of the Library’s Technical Services section and the Fort Pierce Branch Library. Reports directly to the Library Director. In the absence of the Library Director, may serve as the Acting Library Services Director.

    Essential Job Functions
    KNOWLEDGE, ABILITIES AND SKILLS NEEDED TO PERFORM THE ESSENTIAL JOB FUNCTIONS OF THE POSITION:

    Knowledge:

    • Thorough knowledge of system administration of the automated library system, including familiarity with MARC formats for bibliographic and authority records; webpage design and maintenance, HTML, CSS, JavaScript; Windows; Microsoft Office; and data transfer protocols.
    • Thorough understanding of Ethernet network functions in order to effectively plan for new equipment, technology and services for both staff and patrons.
    • Knowledge of current and emerging trends and technologies with an understanding of the impacts on library processes.
    • Knowledge of modern professional library principles, practices and procedures.
    • Knowledge of modern management principles and practices as they relate to library administration and supervision of library staff.

    Abilities:

    • Ability to analyze technical and administrative library problems and to implement their solutions.
    • Ability to plan, organize and direct the work of professional librarians, para-professional and clerical subordinates.
    • Ability to interpret Library policies and objectives to community groups, public officials, the general public and Library staff.
    • Excellent communication (verbal and written), presentation, customer service, and interpersonal skills.
    • Ability to listen to the user's problems and needs and keep users informed during the resolution process.
    • Ability to translate technology terms to Library staff and end users with varying levels of technology skills as well as interpret the needs and priorities of the Library to IT staff and vendors.
    • Ability to input data into a computer.
    • Ability to maintain fiscal and administrative records and to prepare reports.
    • Ability to plan and project for future needs of library technology for implementation.

    ESSENTIAL JOB FUNCTION:

    • Serves as system administrator for the automated library system (SirsiDynix Symphony).
    • Prepares annual forms for the E-Rate Program offered through the Schools and Libraries Division of the Universal Service Fund.
    • Serves as webmaster for the Library System’s website and coordinator for social media outlets.
    • Prepares technology plans as required by the State Library. Plans the specific configuration and deployment of computers, printers and peripherals for both staff and public access at all Library System sites.
    • Coordinates with County IT the installation, maintenance, upgrading and administration of library-specific software applications.
    • Assesses, selects, installs and maintains peripheral computer hardware used by the Library System.
    • Prepares grant proposals for information technology and connectivity.
    • Monitors the resolution of computer and network problems throughout the Library System in coordination with County IT Customer Services to insure timely results.
    • Supervises and evaluates the Technical Services and Fort Pierce Branch Section supervisors.
    • Oversees the Envisionware PC Reservation public computer management system
    • Oversees and manages circulation system policies and procedures
    • Advises and assists cataloging staff on technical issues related to the ILS
    • Develops spreadsheets for statistical reports to measure Library System services and productivity.
    • Assists the County with preparation, response, recovery & mitigation at times of disaster, as directed by Management.
    • Performs other related library tasks as assigned.

    EMERGENCY MANAGEMENT RESPONSIBILITIES: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.

    ESSENTIAL PHYSICAL SKILLS: Use of at least one hand and fingers with dexterity. Good eye/hand coordination. Constant use of good near vision. Occasional walking and standing. Very frequent lifting up to 25 pounds. Ability to lift occasionally 30 pounds. Ability to push fully loaded book carts. Ability to reach above shoulder level, bend and squat to shelve or retrieve library materials. Ability to operate a motor vehicle.

    ENVIRONMENTAL CONDITION REQUIREMENTS: Constant work inside of the Library System facilities in a sedentary position. Some areas have high dust levels which may cause allergic reactions.

    WORK HAZARDS: Possible vision dysfunction due to heavy computer work. Some areas of the library facilities have high dust levels which may cause allergic reactions.

    Qualifications

    EDUCATION: Master's degree in Library/Information Science from a college or university accredited by the American Library Association, and certified courses and/or other formal training in web development, computer and information technology relevant to this position.

    EXPERIENCE: Five (5) years’ progressive experience in library work, three (3) of which must be in responsible supervisory and administrative work with library and information technology.

    LICENSE, CERTIFICATION OR REGISTRATION: Valid Florida’s Driver’s License and must maintain a good driving record.

    Driving Position – Operating County vehicles and/or equipment is a primary function of this position.
    PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 2 background screening which includes fingerprinting.

    Pay: $71,177.60 - $92,560.00 per year
