Operations & Maintenance Division Manager

  • This position is responsible for managing the day-to-day functions of the Operations and Maintenance Division of the Public Works Department, and providing oversight, direction, and mentoring to division staff.

    Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

    This is a non-bargaining unit management position.

    T1 - DOE

    Baccalaureate degree in a course of study related to the occupational field.  Post-secondary education or experience which provides the expertise required to perform effectively the functions of the position may substitute for the degree on a year-for-year basis. 

    Ten (10) years of progressively responsible experience in the development, operation or management of programs within the occupational field, sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, including five years of supervisory experience and five years of management experience.

    Possession of, or ability to readily obtain, a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

    Possession of, or ability to readily obtain, an appropriate state-certified license for water or wastewater treatment or distribution as appropriate: State of Alaska Water Treatment I, Water Distribution I, Wastewater Treatment Lagoon and Wastewater Collection I certifications.

    Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.

    Must successfully pass a pre-employment drug screen.

    • Directs the Borough's fleet maintenance, facilities maintenance, and road maintenance operations.
    • Provides leadership and management oversight of all daily activities in the division.
    • Oversees the operations, maintenance, EPA compliance and strategic planning for the Talkeetna Water & Sewer utility.
    • Schedules work and assigns jobs through supervisors; coaches employees on work methods and procedures; assists supervisors in preparing and conducting employee performance evaluations; trains, evaluates, counsels and disciplines personnel; assists in the development of department work programs and policies.
    • Supervises and assists with small construction and maintenance projects; acquires materials and equipment; works with engineers and contractors; writes specifications for materials used; interprets maps and drawings; reviews plans for new system installation for compliance.
    • Reviews and maintains operating records for the division; reviews operating history and determines seasonal operations.
    • Develops and oversees the division budget; reviews and approves expenditures; directs the maintenance and management of budget records.
    • Hires, trains, assigns, schedules, directs, supervises, evaluates and disciplines personnel.
    • Ensures compliance with occupational safety and health regulations applicable to area of responsibility, including but not limited to:  proper facilitation of Respiratory Protection Program; proper facilitation of Bloodborne Pathogens Program; proper use and maintenance of personal protective equipment; Safety Data Sheet books, inspection reports, training records, and hazard documentation are maintained and up to date; preventive programs and corrective actions are properly implemented.
    • Performs the duties of the director in his/her absence as assigned.
