    Job Summary


    The Director of Operations provides leadership and management to the execution, definition, and strategy of enterprise level technology-heavy projects, application maintenance and support. This position will be in charge of multiple software development initiatives for implementing new business functionality while ensuring departments meet operations service levels. This position serves as a MNIT representative on application development and operational projects, working with department heads to ensure seamless transition of new and existing clients in all aspects of IT and business operations.

    The person serving in this position is responsible to ensure proper scoping, planning, execution, and monitoring of individual IT projects to keep each effort on schedule, on budget, and following appropriate protocols with Technical Operations, Application Development and Business Intelligence teams. Additional responsibilities include strategic planning, coordination and implementation of plans to support MPCA & BWSR organizations.

    The position is responsible for effectively engaging and communicating with the IT project management office, MPCA departments and other IT teams regarding the negotiation of workloads, crisis management, prioritization of delivery, and status reporting.

    At this time, this position is eligible to work hybrid or full-time in the office depending on the needs of the business unit and with supervisor approval.

    Qualifications

    Minimum Qualifications

    Candidates must clearly demonstrate all of the following qualifications in their resume:

    Position requires a minimum of six (6) years of experience application development, service delivery and information systems AND a minimum of three (3) years of leadership/supervisory experience.

    Experience must include:

    • Managing high-level IT professionals (supervisors, architects and similar) through direct supervision
    • Building and managing business partner relationships
    • Partnering with stakeholders to deliver business and IT objectives
    • Driving organizational change
    • Large scale and complex IT/Business initiatives

    Two (2) years of experience in a Systems Architect classification or two (2) years of experience in an external IT Architect role may substitute for the required supervisory experience.

    Preferred Qualifications

    • General knowledge of financial management and budget planning process used by agencies at the State of Minnesota. Knowledge of state procurement laws and procedures, specification preparation and bid evaluation, request for proposal preparation and evaluation, software evaluation and procurement and budgeting

    • Experience with development and administration of statewide information policies, guidelines, and standards

    • Ability to plan strategically sufficient to visualize and articulate long-range goals and needs, to provide direction and support to project teams, and to facilitate the planning and development process to integrate IT governance, Agency and Statewide missions and goals

    • Ability to identify, analyze, and solve problems (creative – outside the box approach) by bringing forth mutually acceptable solutions within the parameters of budget, staffing, and technology limitations

    • Ability to communicate effectively to delegate work, build relationships, and report unit progress of staff to management

    • Ability to translate technical terms and concepts into terms easily understandable by senior management and customers of the Agency and MNIT to make informed business decisions

    • Ability to monitor, evaluate and support new technologies, services, systems, maintenance contracts, & vendors
