    Description
    The Legislative Research Commission is accepting applications for the position of Software Development Manager in the Office of Computing and Information Technology (OCIT). OCIT provides complete IT service for the LRC and the General Assembly including application development, server and network infrastructure and dedicated service and support staff. The successful candidate will oversee and manage the professional information technology staff who provide application development and support.

    They will plan, coordinate, and supervise the activities related to the design, development, and implementation of information systems and software applications. This position is nonpartisan in nature and requires the ability to work with neutrality in a politically charged environment.

    The Legislative Research Commission provides staff support to the Kentucky General Assembly.     The individual selected for this position must have a positive attitude, strong work ethic, attention to detail, and a public service orientation with the ability to maintain a good rapport with LRC staff, state employees, and the public. The individual must be able to work under stress, with the understanding that during legislative sessions and occasionally during the interim period, working significant amounts of overtime will be required.

    This is a permanent, full-time position with benefits including health and life insurance; retirement plan; and paid holidays, vacation, and sick days. Compensatory time is awarded on an hour-for-hour basis with prior approval.

    Job Duties:
    • Apply proven communication skills, problem-solving skills, and knowledge of best practices to guide the development team on issues related to the design, development, and deployment of mission-critical information and software systems.
    • Maintain a working knowledge of all agency applications.
    • Maintain code and compatibility.
    • Approve and test new features.
    • Stay apprised of new and current IT technology and operating methods with the idea of improving current operations.
    • Maintain staff by interviewing, selecting, orienting, and training employees.
    • Maintain a safe, secure, and legal work environment.
    • Lead staff by communicating job expectations and plans; monitoring and appraising job results; and providing coaching, counseling, and disciplinary measures.
    • Perform other duties as assigned.
    Desired Skills and Abilities:
    • Leadership ability.
    • Excellent verbal and written communications skills to communicate effectively and impartially with others involved in the legislative process.
    • Experience in C#, VB.NET, .NET Standard, .NET Core, Database Technology, SQL, TypeScript, JavaScript, HTML, CSS.
    • Experience in ASP.NET, Frontend Web Frameworks (Angular), Nx, SQL Server, Git.
    • Positive attitude and strong work ethic.
    • Ability and desire to learn a wide range of tools and frameworks within the software development discipline.
    • Flexibility to adapt to rapidly changing work environment and adapt development practices to meet the agency’s needs.
    • Ability to work under pressure and meet specific deadlines.
    • Ability to adapt to a rapidly changing work environment.
    • Ability to understand and uphold the strict confidential nature of legislative work.
    • Ability to uphold expectations of a nonpartisan staff member.
    • Ability to work extended hours as needed.
    Minimum Requirements
    EDUCATION: A master’s degree in computer science or a related field


    EXPERIENCE, TRAINING, OR SKILLS: Six years of professional experience in software and application development or IT management


    Substitute EDUCATION for EXPERIENCE: Experience in the subject matter area may be substituted for education at the discretion of the hiring supervisor/manager
