Budget Fellow II: Salary of $54,570. Requires a Master’s degree; OR, a Bachelor’s degree and one year of relevant experience.
Budget Fellow III: Salary of $59,038. Requires a Doctoral degree; OR, a Master’s degree and one year of relevant experience; OR, a Bachelor’s degree and two years of relevant experience; OR, a Bachelor’s degree and three years of professional experience including one year of relevant experience.
Qualifications/Skills:
Applicants must have strong management, quantitative, analytical, writing, research, and interpersonal skills; perform well independently and as part of a team; communicate clearly and concisely; and have significant experience with Microsoft Office applications.Duties DescriptionThe successful candidate will be part of a three-person team responsible for the Office of Mental Health (OMH) Aid to Localities Budget, which totals $2.1 billion. OMH provides grants to a not-for-profit network that provides a full spectrum of community-based services to individuals with serious mental illness, including residential programs, outpatient treatment and crisis services.
Responsibilities of the Office of Mental Health – Aid to Localities Budget and Policy Analyst would include, but are not limited to:
- Participate in the development, negotiation and execution of the OMH Aid to Localities Budget;
- Analyze spending patterns against annual cash targets;
- Evaluate Medicaid rate changes and amendments to the Medicaid State Plan;
- Track supported housing development across the State;
- Make recommendations for various transactions related to grants made to not-for-profits; and
- Monitor agency progress toward Executive initiatives, including the new 9-8-8 crisis hotline and expanded crisis services.
