    The Office of Economic Development and Competitiveness (OEDC) partners with local, regional and international economic development agencies, companies, site selectors and decision makers to strengthen communities and grow Washington’s economy through increased exports, investment, retention and expansion.

    This position is a member of the Leadership Team for OEDC, and is responsible for specific tasks within the OEDC, and provides strategic budget leadership for the division, providing effective analysis that supports decision making and operations.

    The OEDC Budget and Program Support Director has five (5) main objectives:

    1. Provide analysis and support decision-making. This position is a key member of the Division Leadership Team; the Budget Manager assumes a strategic role in the overall management of the division. As part of the agencies budget coordinator group, responsible for coordinating activities with other divisions and across the agency.

    2. Budget and divisional program support. This position advises division management and has influence on the decisions made for effective budget management throughout OEDC Division. This position serves as a primary point of contact for the Central Budget Office, Office of Financial Management, and legislative budget staff, coordinates development and review of divisions operating and capital budgets, and evaluates and resolves issues of concern regarding budgets and other fiscal bills.

    3. Budget accountability. As the Director overseeing the OEDC budget, this position ensures systems of internal controls are in place to safeguard financial assets, including processes to ensure compliance with Federal cost principals. This position acts as the division’s decision authority for determining compliance with statewide budget laws, rules, regulations, policies and practices. The Division Budget Director has primary responsibility for planning, implementing, managing and controlling all financial-related activities of the Division and responsible for coordinating activities with other divisions and with the agency.

    4. Division operation and program support. This position ensures divisional budget policies, protocols, and guidance are addressed to support the work of the Division. Working in concert with the Divisional Leadership Team this position is the lead coordinator for program budget operational efficiencies.

    5. Provide leadership. In leading the budget office, this position ensures the full spectrum of budget and financial services are provided to division management.

    Duties

    This position housed within the Office of Economic Development within Department of Commerce, is responsible for the budget functions within the division. The incumbent provides strategic leadership and guidance to the divisional Budget Analyst and works with the divisional Leadership Team to ensure key initiatives are considered in budget development and financial matters. Under this guidance, the divisional Budget Office manages the development and spending of budgets in accordance with laws, rules, processes and directives. Likewise, it closely coordinates with the Accounting Office to ensure compliance with policies and procedures and provides internal controls and accurate accounting for each program. This position is also responsible for communicating essential financial information to units and programs within the division as well as with Central Budget Office (CBO) and other key stakeholders such as Office of Financial
    Management (OFM), legislative staff, federal agencies, boards, and to other interested parties in a highly effective manner to meet the agency’s mission.

    Coordinate internal budget policy/guideline for the division. Oversees and facilitates the budget policy, protocol and guideline process for the OEDC Leadership Team that is responsible for creating, reviewing, and editing all divisional level policies, protocols and guidelines. Facilitates the development and execution of new budget policies/guidelines
    when internal policy need requires. Ensures all budget policy changes and creations receive executive approval and are effectively communicated to all staff so they are aware of the policies and guidelines.

    Performance Management: Member of both the division leadership and agency management teams. Responsible for Division monthly budget meeting, QFSR, and measures supporting both the division and agency QTR.

    Major duties performed include:
    • Monthly budget reporting and fiscal monitoring
    • Revenue and fund balance reports
    • Biennial and annual budget development process
    • Unit budget support
    • Federal grant budget management and reporting
    • Fiscal Note analysis
    • Revolving accounts
    • New Program Budget Development
    • Manage special projects as directed by the Assistant Director and Deputy Assistant Director
    • Other division and agency coordination as directed by the Assistant Director and Deputy Assistant Director

    Operating budget controlled.
    This position has direct control of the division budget of approximately $500 million. This includes a full range of federal, State, dedicated and local funding; many with specific legislative provisos attached. Funding is distributed through contracts, grants, and loans, which add additional layers of complexity.

    Other financial influences/impacts.
    This position ensures the operating and capital budgets meet the divisions and department’s needs and comply with OFM directives. Provide assistance to unit managers and program leads in preparing complex budget related documents.

    This position has signature authority for OEDC expenditures.

    This position provides recommendations to both the Assistant Director, Deputy Assistant Director, and the CBO Manager on the following:
    • Budgeting and expenditure approvals for all division programs.
    • Develop biennial and supplemental agency request budget submittals for presentation to Deputy Assistant Director, Assistant Director and ultimately to the agency Executive Leadership Team.
    • Provide technical fiscal analysis of proposed legislation (agency fiscal notes).
    • Analyze and provide feedback on Governor and legislative budget proposals.
    • Assist in the development of agency administrative and support cost allocation.
    • Develop responses to information requests from legislative and OFM budget staff.
    • Ensure program expenditures do not exceed appropriation authority limits.
    • FTE management through review and approvals of coding for personnel actions.
    • Ensure coordination and communications with central budget office.
    • Ensure managers are informed about Agency, Governor, and legislative budget proposals and other budget-related matters.
    • Ensure managing directors and program leads are trained and informed about budget processes and budget-related matters.

    Qualifications

    Required Experience, and Competencies.
    • Bachelor's degree in accounting, public administration, business administration or closely allied field (experience may substitute for education)
    • Five years’ experience with at least one year of that experience in a senior level position in one or more of the following:
    o Budget
    o Accounting
    o Business Administration or related job classification
    o Management experience in contracting, budget, or financial management
    • Two years’ experience managing and leading a staff within a team environment, able to effectively delegate assignments, provide performance feedback, and maintain open communications among staff that allows for creativity and flexibility (supervisor experience can be done consecutively with other experience).
    OR
    • Associate’s degree in accounting, public administration, business administration or closely allied field (experience may substitute for education)
    • Seven years’ experience with at least one year of that experience in a senior level position in one or more of the following:
    • Budget
    • Accounting
    • Business Administration or related job classification
    • Management experience in contracting, budget, or financial management
    • Two years’ experience managing and leading a staff within a team environment, able to effectively delegate assignments, provide performance feedback, and maintain open communications among staff that allows for creativity and flexibility (supervisor experience can be done consecutively with other experience).
    OR
    • Nine years’ experience with at least one year of that experience in a senior level position in one or more of the following:
    • Budget
    • Accounting
    • Business Administration or related job classification
    • Management experience in contracting, budget, or financial management
    • Two years’ experience managing and leading a staff within a team environment, able to effectively delegate assignments, provide performance feedback, and maintain open communications among staff that allows for creativity and flexibility (supervisor experience can be done consecutively with other experience).

    • Broad experience and understanding of the state budget process and resource management;
    • Critical thinking skills and ability to deal with multiple issues simultaneously;
    • Ability to communicate effectively and solve problems collaboratively and constructively with others.
    • Ability to communicate complex budget issues to a variety of audiences, both internally and externally.
    • Ability to work effectively with OFM and legislative staff.
    • Effective written, oral and public speaking skills.

    Preferred/Desired Education, Experience, and Competencies.
    • Advanced knowledge of statewide budgeting process, expenditure and revenue forecasting, cost allocation, Generally Accepted Accounting Principles (GAAP), internal auditing principles, basic accounting procedures and practices, and state and federal legislative process;
    • Knowledge of the state budget and accounting systems, including Agency Financial Reporting Systems (AFRS).
    • Three years of Senior Budget Analyst experience
    • Three years of professional level experience with the Washington State Budget process
